ACCOUNTABILITY STATEMENT


A.     Position Data
Position Title:  Nuclear Facility Manager


Sub-Unit:  SP3 Facility
Unit:  Nuclear Facilities
Site:  Sheridan Park


Title of Immediate Supervisor’s Position:  General Manager, Manufacturing & Materials Management


B/C.   Purpose Statement/Essential Responsibilities:
The SP3 Nuclear Facility Manager is responsible and accountable to the General Manager, Manufacturing & Materials Management and has direct responsibility for day to day on-going activities in SP3.  The Nuclear Facility Manager is responsible for:


•    The overall safe operation and use of the SP3 Facility, by adhering to all Compliance Programs
•    Managing the day to day operations including short term planning and space allocation as well as medium term strategic planning related to the SP3 Facility
•    Ensuring space utilization actuals are provided on a monthly basis to Project Controls for billing purposes
•    Ensuring facility access is managed effectively for the SP3 building, including Licensed Controlled Area (LCA) and non-LCA
•    Maintenance of facility systems and infrastructure which support all activities, tool refurbishment & testing and manufacturing , including but not limited to: registered pressurized systems,  radiation monitoring equipment, electrical power distribution and overhead cranes, forklifts and all related “material handling” equipment (see Facility Operations Program manual for complete list)
•    Reporting of events to the General Manager and SP3 Facility Authority, as applicable
•    Maintaining a General Stores to ensure a ready supply of all materials required to support the safe and efficient operation of the SP3 facility including conventional and RP PPE
•    Must be able to take charge in emergency situations and act as Officer in Charge for the SP3 Facility
•    Staffing of positions directly assigned to the SP3 Facility within the Nuclear Facilities group
•    Training and development of staff directly assigned to the Nuclear Facilities group
•    Act as the primary interface for all groups working within the SP3 Facility to ensure consistency with and adherence to all non-nuclear related programs and processes ie. via Plan of the Day (POD) meetings
•    Ensure support is provided to projects on material handling services when requested
•    Ensure sponsors / escorts are available for contractors and / or inspectors for SP3 Facility equipment and infrastructure
•    Ensuring purchase orders are in place for inspection / testing / maintenance work of SP3 facility equipment and infrastructure (which includes preparing scopes of work, issuing requisitions, obtaining quotes, issuing  purchase orders and coordination of contractors)
•    Conducting performance reviews for staff, and preparing feedback forms

D.  Performance Factors/Deliverables

1.     Expertise
•    Degree in Science or Engineering from a university of recognized standing; or, a Community College Diploma in a recognized trade or a CET (Certified Engineering Technician / Technologist);  or a Certificate of Qualification in a recognized trade with significant supervisory / management experience (7 to 10 years) ideally within the nuclear / energy sector
•    Over 10 years of combined technical, supervision and management experience in a nuclear facility, project environment, tooling development or field services
•    Must have excellent leadership skills: a proven ability to synthesize and organize the contribution and creative inputs of others, ability to motivate and develop people and delegate authority while instilling commitment to objectives
•    Must be able to develop and sustain a strong safety culture.  Must be responsive to the physical, social and political environments and be responsive to attitudes and developments related to safety culture
•    Must be knowledgeable of nuclear management processes and standards as well as licensing requirements and regulations applicable to the operation of nuclear facilities
•    Must provide leadership and guidance to various teams and to senior management on issues related to the operation of the Facilities
•    Must be capable of managing a cross-functional and cross-disciplinary team involved in various projects and various initiatives simultaneously 
•    Superior organizational skills and ability to deliver on schedule and meet requirements
•    Must have technical, planning, financial and human resource management competencies
•    Understanding of the radiation protection and decontamination processes
•    Understanding of domestic and international shipping processes including Transportation of Radioactive Material (RAM) requirements 

2.    Communication
•    The Facility Manager interacts with various Program Authorities on matters associated with the SP3 Facility.  Also interacts with many support functions within Candu Energy related to the operation of the Facility
•    Must be able to lead team meetings to evaluate progress of activities and ensure compliance to the overall plan
•    Must be a skilful communicator and be able to inspire confidence and trust across a broad range of diverse workers
•    Must have superior verbal and written communication skills in order to communicate with senior management, direct reports, colleagues and various clients

3.    Fostering Relationships
•    Must be able to apply influence outside own line authority to achieve objectives
•    Establish, maintain and promote effective relationships at first line of customer contact and line-management levels
•    Maintain and promote effective relationships with suppliers and sub-contractors
•    Build a strong alliance with various departments at Sheridan Park  in order to maintain consistent practices and processes across the facilities
•    Strong customer relations ability and cultural sensitivity

4.    Contribution to Business Performance
•    Manages one of Candu’s major business assets, SP3
•    Responsible for long term strategic planning
•    Must be able to manage a significant budget
•    Identify and implement process improvement opportunities
•    Devise and implement new methods to increase productivity by constantly reviewing plan effectiveness
•    Influencing, facilitating, directing and supporting the communication of lessons learned and operational experience (OPEX)
•    Provide lessons learned input into the decisions regarding facilities operation


5.    Resource Management
•    Review staffing plans and forecasts to ensure appropriate staffing levels to meet project and client needs
•    Assign staff based on skill level and ability to perform the work required
•    Build and motivate teams

6.    Role Complexity
•    Must demonstrate sound judgment and critical decision making skills with respect to:
o     the management of risk associated with nuclear hazards
o    business management
o    and, legal liabilities
•    Negotiate staffing assignments with other functional departments who have conflicting priorities, to ensure the needs of facility users are adequately met 
•    Ensure all work undertaken meets safety, quality, schedule and budget requirements

7.    Work Characteristics
•    At times, work is conducted in the facilities on a rotating shift basis and the Facility Manager must be available for consultation during these hours
•    The work is performed in a performance-based environment, typically to meet project schedule deadlines
