Atkins seeks an energetic and highly motivated self-starter to join our EcoSciences Group as a Senior Natural Resources Scientist/Project Manager in our Houston, TX office.


MAJOR FUNCTION/ROLE

Atkins is seeking an energetic, self-starting, and collaborative Senior Natural Resources Scientist/Project Manager to join our EcoSciences team in Houston, TX. This role will exercise technical expertise and provide project oversight for projects mostly focused in coastal Texas but also possibly in the larger Gulf Coast. This position will guide and/or supervise junior to mid-level staff and support the Business Unit’s coastal business practice and other business lines.

Under direction, provides the expertise of a seasoned scientist to all conventional aspects of functional area and applies advanced concepts and techniques to unconventional problems. May function as individual researcher or technical specialist. Carries out complex or novel assignments requiring the development of new or improved techniques and procedures.

Under direction, applies technical expertise and project management experience to manage project teams on conventional and unconventional projects. Also performs the basic project functions of production coordination, planning, organizing, directing, controlling, financial management and marketing assistance. Functions as a mentor to technical professionals to assist in their training and development.


JOB DUTIES

  • Prepares technical reports and permit applications in support of the USACE permitting, the NEPA process; coastal restoration planning, and provides peer reviews of reports prepared by others. Will be expected to contribute to the preparation of Environmental Assessments and Environmental Impact Statements.
  • Oversees or conducts natural resource field investigations, including but not limited to identification of waters of the United States, including wetland delineations, typically in coastal environments; threatened and endangered species coordination; habitat evaluations; presence/absence surveys, specimen collection and handling; construction monitoring; storm water and erosion control monitoring and compliance; soil/water sampling; data entry, processing, and interpretation.
  • Develops and evaluates plans and criteria in terms of quality assurance or environmental impact.
  • Analyzes technical problems.
  • Devises new approaches and alternative solutions.
  • Conducts or analyzes scientific studies.
  • Assembles technical data and writes reports and permit applications including applications to the Galveston District U.S. Army Corps of Engineers and possibly other Districts.
  • Monitors, coordinates and/or provides direction on quality control efforts within area of responsibility.
  • Prepare scopes of work and cost proposals for simple to mid-sized work efforts. Support business development efforts for larger, more complex efforts. Supports Project Directors.
  • Will manage projects or tasks. Directs project team and client compliance with contract terms and monitors subcontractors' compliance with contractual commitments. Prepares project work plan, scope, schedule and budget, and communicates these to project team members; monitors/manages project production for compliance with schedule, budget and quality objectives. Monitors reports and schedules to ensure appropriate charging of manhours, costs and expenses to projects, and to communicate project progress/status to senior management.
  • Prior experience in a supervisory or team management role preferred.
  • Performs such other duties as the supervisor may from time to time deem necessary.


EDUCATION AND EXPERIENCE

  • B.S./B.A. or M.S. in a field of Science to commensurate with hiring discipline; M.S. or graduate level coursework preferred. This level may be achieved by Scientists with minimum seven years' experience since Bachelor's degree, or six years' experience with Master's degree; typical incumbent has eight to ten years' experience. Five or more years of project management experience is also required.


SPECIAL SKILLS

  • Proven analytical skills, technical writing, computer and communication skills. Strong interpersonal skills; good public speaking ability; strong project financial management skills; knowledge of production support systems and personal computer proficiency.
  • The ideal candidate would have direct experience and knowledge in the ecosystems of the coastal Texas. GIS skills and GPS equipment familiarity are considered a plus.
  • Prior experience with Galveston, Fort Worth, Mobile or New Orleans Districts of the USACE and Louisiana and Texas DOT projects preferred. Prior absence and presence survey experience as well as USFWS scientific permits or ability to obtain permits also preferred. Prior environmental impact assessment experience also preferred.
  • Prior supervisory experience is preferred.


PROFESSIONAL REGISTRATIONS

  • TXDOT pre-certifications, Professional Wetland Scientists, and Project Management Professionals preferred.
