Business Development & Bid Manager

SNC Lavalin Infrastructure MENA, a business unit of SNC-Lavalin, provides Project Management and engineering services across the MENA region. To reinforce our growth in KSA, we are currently seeking to recruit a professional with significant experience in the Project Management and Consultancy services sector, throughout Saudi Arabia.

Job description / Role

Reporting directly to the Operations Director of the Infrastructure Business Unit in the MENA region, the Business Development & Bid Manager will be expected to manage the business development, proposal pipeline in KSA, especially the Riyadh region.


  • Develop a growth strategy focused both on profitable bids and exceeding client expectations.
  • Conduct research to identify new market and customer needs.
  • Manage client relationships and arrange new business meetings.
  • Lead and direct the preparation of commercial proposals with the support of proposal team.
  • Ensure proposal processes are duly followed and compliant to the company SOPs.
  • Leading the governance processes for approval of proposals to senior management.
  • Liaise with other business units for cross-sector proposals.
  • Lead the commercial negotiation with potential partners / clients
  • Develop commercial strategies and lead on contractual negotiations
  • Assessing financial and commercial risks, providing financial direction to the project team and advice to the Managing Director.
  • Lead the early mobilization of key projects and ensure clients’ satisfaction.


  • Proven sales track record in infrastructure engineering and project management services
  • Strong knowledge of the market, clients and the key players
  • Demonstrate experience in leading large and medium consultancy services tenders
  • Customer oriented, innovative thinker and solution oriented focused on finding new ways to help and support clients. 
  • Track record of delivering sales and revenue growth at scale in the KSAparticularly in project management and construction management.
  • Strong experience in project management services and site supervision projects in KSA.
  • Superior management and organizational skills.
  • Experience in structuring PPP contracts.
  • Minimum of twelve (12) years post qualification experience.
  • Minimum of five (5) years in a role of business development

Qualifications / Skills

  • Bachelor’s degree from a reputable education institution.
  • Experience in leading major Project management and engineering bids.
  • Demonstrate capabilities in writing commercial and technical proposals.
  • Strong presentation skills.
  • Ability to negotiate and close major deals.
  • Ability to meet deadlines.
  • Fluent in English and Arabic.
  • Demonstrate strong analytical skills.
  • Strong interpersonal and leadership skills.
