Atkins, Balfour Beatty and Egis Road Operations UK are part of a consortium, creating Connect Plus Services, a unique partnership with a collective strength in highways asset care from finance, through to design, build, maintenance as well as day to day operation.

We have an opportunity for an experienced Business Planning Manager. This role plans, co-ordinates and assures the delivery of the M25 DBFO annual asset renewal investment and maintenance plan and that CPS services are clearly identified to deliver on all its continuing requirements. This programme must show the links between network need, an asset led maintenance regime as well as identifying asset performance compliance and network improvement.

Accountabilities:

  • Define and agree a detailed work breakdown structure and programme for the delivery of the annual asset renewal and maintenance plan including lessons learnt from previous years.

  • Work closely with the stakeholders to ensure that the investment profiles align to CPS budget and bid assumptions. Work with contributors to adjust proposed investment forecasts if necessary, to align with financial constraints.

  • Undertake all business planning functions for the preparation of the annual plans including the establishment and operation of a regular governance framework for monitoring and escalating progress and the alignment of upstream dependent activities delivered by other business units.

  • Preparation of the annual business services plan to demonstrate that CPS network service levels will be achieved.

  • Develop and maintain a log of risks, issues, assumptions and dependencies (RAID) for use at governance meetings and for the general management of the programme.

  • Regularly publish a progress delivery plans, reporting to CPS/CP governance forums as required to update on progress, risks and issues as necessary.

  • Regularly meet with contributors to assess progress on key deliverables against the planning assumptions. Agree any mitigating actions required with activity owners if actions are likely to be behind the plan.

  • Ensure that all projects in the plan are robustly costed and programmed taking into account any project-specific factors.

  • Prepare high quality non-technical summary documentation to allow communication of the plan to senior stakeholders and those outside CPS as required.

  • Manage the communications with senior and external stakeholders to ensure the contents and the methodologies used are understood and agreed.

  • Prepare an annual asset programme evaluation report.

The following qualities / experience are essential:

  • Educated to degree level in a technical or engineering-based discipline or equivalent experience.

  • Qualified with a recognised programme or portfolio management organisation such as MSP, MOP or P3O.

  • Demonstrable experience of leading a complex business planning or other investment justification process within an infrastructure-based organisation.

  • Managing and implementing change.

  • Methodical and output focussed.

  • Able to demonstrate the CPS Values and Behaviours, One Team, Trust, Customer Focus, Respect and Excellence.

  • Flexible and adaptable, responding dynamically to a changing 24/7 operational environment.

  • Able to manage complex issues and communicate these effectively.
