Atkins North America Inc. seeks Chief Project Controls Manager in Tampa, Florida.

Direct Project Controls team and function, developing and implementing project controls business development plans and activities.

Assign and manage project staffing levels and workforce plans. Manage staff co-ordination and workload and directly supervise project controls team.

Manage, revise, and maintain status of the detailed project cost estimate/forecast to include all phases of project execution from design/engineering, material/equipment procurement and deliveries, and construction contracts through start-up activities and closeout.  Track & analyze project costs including budgets, commitments, actuals, accruals, and forecasts, including forecast for budget & estimates in systems, tools, and methods of project controls and project management. Establish project work breakdown structure in line with industry best practices.  Oversee project control requirements analysis as part of bid review to insure all cost control requirements are incorporated into individual contracts/purchase orders. Coordinate with other project groups regarding cost codes, purchase order commitments, change orders and sales tax issues as needed to ensure accounting & regulatory compliance.  Create detailed project budgets from estimates in the development of cash flow projections. Work with scheduling staff to develop, manage, revise, and update integrated detailed project schedules including all phases of project execution.  Ensure early identification of long lead items, resource constraints, and required project start dates. Manage key project indicators and project commercial reports. Mange internal job costing in relation to the fee and services to be provided, resources required and all project reporting. Produce forecasts of total project costs, annual costs, monthly cashflow costs, and provides variance analysis. Assist in the forecasting engineering and construction resource requirements. Coordinate engineering and construction activities in conjunction with overall project schedule requirements, incorporating engineering and construction contractor schedules. Provides senior level general project management support as necessary (e.g. financial/operational budgeting, consolidation, analysis, forecasting, business development, pricing, billing, key client/consultant relationship management). Travel: Domestic and international travel required approximately 10% of the time.  Requirements: Master’s degree in Civil Engineering, Construction Management and 2 years experience in the job offered or related occupation. Must have knowledge of project controls management of large-scale projects in the petrochemical sector. Must have knowledge of Osha Standards to oil & gas refinery construction projects.
