Construction Assurance Manager

Following our recent success in securing Highways England’s East of England Design Service Commission, we are looking for dynamic, charismatic Senior Highways Engineers to join our team across three core delivery offices (Highways England Offices in Bedford, Atkins offices in Chelmsford and Cambridge).

About the Project

Atkins has been appointed by Highways England to deliver detailed design and associated consulting services for the asset improvement schemes planned for the east of England, worth an initial £49m.

Under Highways England’s new asset delivery contract, Atkins will provide technical support during the scheme’s identification phase to determine where improvements to the road network are required. This information will then be used to inform the detailed design of the region’s improvement works, with Atkins seeing the design through from its initial outline to supervising the construction works on site. 

About the role

This role to provide management, undertaking and pastoral care for a team of Highways England

construction staff involved in overseeing Construction Works Framework (CWF), Category

Management (CAT MAN), Maintenance & Response (M&R) and 3rd party contractors’ quality

and H&S compliance in the delivery of construction works. The role may be required to work

unsociable hours.

You will be on secondment to Highways England, responsible to Highways England’s Construction Manager but reporting to an Atkins Chief/Principal Engineer, ensuring that you are delivering in accordance with the highest Technical standards and, Highways England’s imperatives.

What you will be doing?

  • Ensuring the health and safety needs and wellbeing of employees, contractors and all parties involved in the project are fully considered and accounted for throughout the construction process.
  • Providing direction and line management to a team, ensuring timely setting of
  • objectives, performance management reviews, and development of appropriate
  • recruitment, succession and development plans.
  • Signing off completion of works or necessary deviations from planned works, in line with agreed tolerance and governance levels, escalating to Project Managers and Construction Manager when required.
  • Developing and maintaining good liaison with Project Managers and Commercial &
  • Procurement colleagues, providing relevant and timely information on scheme
  • construction progress, risks, early warnings and issues, and act as the initial point of escalation for any on-site issues that need to be resolved.
  • Representing the interests of Highways England on construction site(s), ensuring all contractors maintain compliance with relevant Highways England policies,
  • procedures and Quality Management System (QMS) at all times, and take actions to resolve and/or escalate non-compliance.
  • Representing the interests of Highways England with regard to customer service and ensure all works are undertaken with due regard to the needs of the local population within the immediate vicinity of the works and the travelling public as a whole.
  • Ensuring that construction works comply with CDM regulations, HSE Legislation
  • and Chapter 8 requirements, ensuring that Principal Contractor (PC) duties are
  • properly discharged by the relevant parties.
  • Proactively identifying and implementing continuous improvements which eliminate,
  • reduce or provide greater control for risks arising during the construction phase of a project.
  • Providing subject matter input and inform solution design and work packaging to
  • reduce / eliminate risks to health and safety and improve buildability during
  • construction.
  • Proactively identifying opportunities for efficiencies in the construction of schemes.
  • To support the evaluation and selection of construction delivery partners and
  • suppliers ensuring performance and quality expectations are clearly defined and
  • measurable.
  • Facilitating and / or undertaking co-ordination of winter maintenance treatments within
  • works with Regional Operations Centre.
  • Signing off for completed works and/or necessary deviations, in line with agreed
  • tolerance levels and governance framework.
  • Escalating significant supplier performance issues to Project Managers and
  • Construction Manager.
  • Providing assurance and challenge to CWF, CATMAN, M&R and 3rd party suppliers’ construction works’ quality and timeliness.
  • Supervision of works in accordance with contractual terms.
  • Recommending improvements in the development of related processes and
  • approaches
  • Managing and controlling scheme budgets during construction

    You’ll need to have

  • Strong understanding of relevant technical asset policies and standards
  • Good commercial acumen, with understanding of the relevant supply chain contracts;
  • good financial acumen, including budget management
  • Relevant legislation, practices and policies for health, safety and wellbeing in
  • Construction
  • Highways Construction & Maintenance
  • Structures Construction & Maintenance
  • Experience in managing geographically dispersed teams
  • Ability to manage and inspire teams across organisational boundaries
  • Excellent stakeholder management and communication skills
  • Drive, resilience, focus and energy with high level of emotional intelligence
  • Strong customer focus Chartership (Incorporated or Chartered Engineer) or working towards it.
  • Educated to degree level in relevant engineering discipline (desirable; civil
  • engineering degree preferred) OR extensive highway maintenance / construction
  • experience
  • Institution of Occupational Safety and Health (IOSH) or Site Management Safety
  • Training Scheme (SMSTS)
  • Knowledge of CDM
  • Detailed understanding of temporary traffic management (Chapter 8)
  • Construction Skills Certification Scheme (CSCS) – Gold
  • Valid Driving License (Essential)
  • Appropriate vocational training
