Atkins Nuclear seeks energetic and highly motivated self-starters to join our nuclear team as a Licensing Specialist.

SUMMARY

To ensure and perform power plant Licensing and Regulatory Affairs activities and tasks for the safe and reliable operation of the new construction of nuclear power plants so that Federal Authority for Nuclear Regulation (FANR) regulatory requirements - documents, coordination and approvals – are met in a timely and efficient manner.

RESPONSIBILITIES & ACCOUNTABILITIES

Maintain licenses and permits
• Works independently and coordinated to maintain and defend operating Licenses and application documents. Defines necessary plans for development, identifies input and support needed, and prepares/oversees preparation of licensing documentation so that all technical and regulatory requirements are met.
• Works independently to develop plans, identify input and support needed, and prepare/oversee preparation of license applications by interpreting the safety information (technical input) into comprehensive licensing documents that satisfy all applicable regulatory and technical requirements.
• As assigned, leads teams to address significant licensing issues with the objective to maintain or obtain licenses in the most efficient manner.
• Understands and reviews regulatory topics and develop technical and regulatory strategies to resolve regulatory issues associated with operating licenses or license applications.
• Prepares, reviews and submits Licensing output to the regulatory authority

Develop licensing documents
• Develop proposed strategy, identifies input needed from other organizations, and prepares/oversees preparation of licensing/compliance documents (reports, responses to questions, presentations etc) to meet all requirements and achieves the desired outcome.
• Prepares/oversees the preparation and submittal of licensing documents in a timely manner and in accordance with plant procedures and processes.
• Reviews regulatory topics to provide input to licensing documents to ensure they are complete and comprehensive. The objective is to assure that submittals to FANR meet all requirements and achieve the desired outcomes.
• Develop licensing/compliance documents – reports, responses to questions, presentations, etc. – for submittal to FANR that meet all requirements and achieve the desired outcome

Provide licensing support
• Identifies and develops plant regulatory processes and procedures for use by plant in carrying out the licensing function.
• Facilitate FANR inspections, resolve regulatory issues and ensure compliance with regulatory requirements.
• Review of potential issues; participate in self-assessments and facilitate inspections by active interface with inspectors in support of regulatory inspections.
• Review draft regulations and industry operating experience to identify emerging regulatory issues, develops regulatory strategies for addressing emerging regulatory issues.
• Devises methods of compliance with new regulations that are cost-effective.
• Assist with training and instruction to other plant departments as needed.

Health, Safety and Environment (HSE)
• Follow company’s HSE policies, processes, procedures and instructions to ensure HSE compliance in all aspects of work in accordance with sound management practices by applying these HSE policies and procedures to self and others to take reasonable care for the health and safety of people, or the environment, who are at the Secondee's place of work who may be affected by the Secondee’s acts or omissions at work

Communication and Working Relationships
• Internal: Internal departments within plant and ENEC, as necessary
• External: FANR, EAD, IAEA, other UAE Regulators, Prime Contractor



QUALIFICATIONS
• Minimum of Bachelor’s Degree in Engineering (or equivalent experience)
• Prefer a Master’s Degree
• Prefer a Professional Engineer certification
• Minimum 10 years’ experience in licensing and regulatory affairs for nuclear power plants or equivalent or 15 years + in nuclear power plant operations
• Preferred a broad experience in other areas of nuclear power plant operation such as engineering, maintenance, operations, etc.
• Preferred experience in safety and accident analysis
• Preferred experience in major utilities projects development
