SNC-Lavalin Atkins business seeks an energetic and highly motivated self-starter to join our Abu Dhabi, UAE Nuclear Group as a Maintenance Field Engineer.
JOB DESCRIPTION
• Development of a suite of maintenance manuals, PM (Preventative Maintenance) and Technical Specification Surveillances, as well as associated work packages, that provide organizational direction, technical specifications, and work instructions for event free maintenance for the (continued) operation of all four production Units. These documents include, but are not limited to PM Bases, PMs, Technical Specification Surveillances, model work orders, work instructions, maintenance program documentation, and providing input to update/correct: maintenance program documentation, maintenance work packages, guidelines, data and general technical and business information.
• The timely completion of maintenance work packages associated to the PMs and Technical Specification Surveillances, maintenance work orders and work instructions is critical to achieve the milestones that support Fuel Load and Commercial Operational Readiness for Unit 1. Model Work Orders, and Work Instructions are currently, and will remain, a significant workload for operational readiness and continued success and the work scope is continuously evolving.
• The purpose of the Maintenance Field Engineers, to ensure continuity of the maintenance PM program project. These services will improve work output volume and rates. The Maintenance Field Engineers will be required to work within the functions to complete the research and development of FEGs {functional equipment groups}, FIDs (functional importance determination), develop both PMs, and Technical Specification Surveillances and develop the associated work packages.
• The contract is requested for a period of two years with possible extension for another year as determined by business needs. The possible extension of the service will be managed based on business need. It is expected that the work instruction workload will decrease after the Operational readiness milestone for Unit 1. Manpower will be required as determined by business needs.
SCOPE OF SERVICES
• Currently in the process of developing the Preventative Maintenance Program and Technical Specification Surveillances required for maintenance during the initial and continued operation of all four production units at the Nuclear Power Plant. This effort also necessitates the development of the associated work packages that provide organizational direction, technical specifications, and work instructions for event free maintenance activities. Creating the work packages for the PMs and Technical Specification Surveillances include, but are not limited to, designing and developing model work orders, writing Human Factored Technical Work Instructions, providing input to update/correct maintenance program documentation, maintenance procedures, guidelines, data and general technical and business information.
• These consultants will be dedicated to PMs and Technical Specification Surveillances as well as the development of the associated work packages within the Maintenance Department. These consultants will assist maintenance technical specialists with the day-to-day work instruction writing service, as required. They will be dedicated to a maintenance specialist project team within the Maintenance Department, and their function will include amongst others (below).
• Creation of PMs and Technical Specification Surveillances, initial maintenance work packages using vendor manuals, industry procedures or procedures supplied by other experts as required by the functions in line with internationally accepted standards.
• Develop Human Factored Technical work instructions to support execution of event free maintenance.
• Assist and develop maintenance specific model work instructions and model work orders
• Verify and correctly link the Bill of Materials (BOM) to specific functional locations (FLOCs) and components. BOMs do not exist yet and planners are not the right resources to create/validate them, this is a materials and component (field) engineer capability.
• Align requirements in the Maintenance Manual with requirements in the maintenance procedures.
• Ensure statutory requirements, as laid out in the Technical Specifications and FSAR, are met through the development and implementation of the PM Program.
• Ensure that there are alignment of all the surveillance and statutory requirements of Operations, Radiation Protection, Chemistry, Fire Protections, etc. with Maintenance and ensure that work duplication are avoided.
• Optimize maintenance procedures to eliminate Human Performance Error Likely Situations and duplicate tasks, via the use of Procedure Change Requests (PCRs). PCRs are generated on an as needed (daily) basis by the functions as the work performed by the maintenance planner(s) may identify procedure improvement opportunities.
• Assist the PM contractor to expedite the PM Program development where required.
• Coach Plant Maintenance staff on correct work package preparation, compilation, execution, history recording and close out.
• Collect and verify plant information to develop orders and schedules.
• Develop, compile and update procedures as required.
• Perform plant system walk downs and component verification.
• Perform technical administrative activities as assigned by Site Maintenance Managers
• The contracted Maintenance Field Engineers are fully integrated into the Procedures and Records Management function and systems in order to improve productivity and achieve business objectives.
• Assessing any gaps identified by the Maintenance Basis and develop the required work packages/work instructions.
• Possible secondment to other departments as required, in line with skills and project requirements.
• Maintenance Field Engineers will be required, amongst other, to develop, update, technically verify by desktop, simulator and/or plant walk down PMs and Technical Specification Surveillances, and format existing and new Maintenance work packages:
o Validate through a review of the background documents, vendor manuals, and drawings as assigned.
o Support development of the work packages for successful execution of PMs and Technical Specification Surveillances, and their associated work instructions.
o Review documents associated with PMs and Technical Specification Surveillances developed by other departments that may have an impact on Maintenance.
o Perform technical review of maintenance work packages against Operating Technical Specifications, design specifications, license requirements and documents and guidelines as assigned.
o Verification and validation of work packages as required and defined in procedures. This task will include plant walk downs and require physical fitness to complete.
o The contracted Maintenance Field Engineers will be fully integrated into the Procedures and Records Management function and is expected to assist the broader team to achieve the objectives and targets set for the Maintenance Department.
MINIMUM QUALIFICATIONS AND EXPEREINCE REQUIREMENTS
• An engineering diploma (electrical, mechanical, I&C) OR equivalent experience & training at a nuclear power plant.
• Have at least 10 years field experience in a mechanical, electrical or Instrumentation & Control discipline, with in-plant experience that includes maintenance activities, fault finding, technical problem resolution.
• At least 10 years’ experience with advanced print reading skills (electrical, mechanical, P&ID, logic and control) to be able to accurately understand plant drawings.
• Full English fluency is required for document understanding, print reading, and interfacing with other departments to complete the tasks at hand. A minimum English proficiency of 5.5 in all categories are required on the IELTS or equivalent scale. This is applicable to non-native English speakers and evidence should be submitted.
PREFERED EXPERIENCE REQUIREMENTS
• Maintenance Field Engineers must be able to understand vendor manuals from a technical perspective and apply that knowledge to work instruction content and to validate or recommend technical information be added to work packages to ensure clear, concise and accurate content.
• The Maintenance Field Engineers must understand the concept of procedure use and adherence and its application to work instructions
• Maintenance Field Engineers must be able to demonstrate the ability to develop Human Factored Technical Work Instructions (Training or Certification in HuP Factored Technical Writing Instruction or Professional Procedure Association Certification or equivalent).
• The Maintenance Field Engineers must meet the intent and requirements of procedure, DCM-PRC0021, Station Qualified Reviewer. To meet Station Qualified Reviewer intent the Maintenance Field Engineers
• Must read and understand the following Documents: DCM-PRC-0003, Procedure Changes and Generation; DCM-PRC-0016, Technical Procedure Writer's Guide, DCM-PRC-0018, Administrative Procedure Writer's Guide; MNT-PRC-0085 Work Package Preparation; MNT-PRC-0086 Maintenance Work Instruction Guidelines (To be provided to successful candidates by Line Manager following on-boarding and commencement of service on Site).
• Ability to obtain the required BNPP site access to perform work at site. Work will be performed at site. Work hours will be 38 hours per week, working similar hours to Maintenance staff. They reserve the option to request the maintenance field engineers to work extended hours if required by the project.
