Project Controls Specialist I

Job Summary

Responsible for assisting the Project Controls Manager to manage program and project cost. Cost management responsibilities primarily include client budgets, vendor commitments, estimate-to-complete forecasts, accounts receivable (AR), and accounts payable (AP). Additional scope of project controls responsibilities include assisting the Project Controls Manager with scheduling, estimating, and procurement. Individual will be exposed to and interface with Business Unit Senior Leadership, Project Managers (PMs) in the Project Delivery department, Discipline Leads in the Engineering Department, and employees in the Finance Department. Individual will interface primarily with Senior Leadership, PMs, and Finance.

Essential Functions

Typical duties and essential functions will include but not be limited to:

• Set up Project Authorizations (PAs) for PM’s review and approval.
• Work with PMs to develop work breakdown structure, project tasks and budgets
• Work with PM’s to ensure that project is set up correctly before PM submits to finance and accounting.
• Analyze cost and revenue performance to budget to assist PMs in developing accurate forecasts.
• Work with assigned project personnel to ensure time charges are applied to appropriate budget phases.
• Prepare cost sections of Project Monthly reports for PMs.
• Assist PMs with special project requests such as prevailing wages, certified payroll, affirmative action, etc.
• Assist PMs with closing out projects.
• Manage project budgets and perform cost control including percent complete and estimate-to-complete
• Monitor, control, and balance budget variances for projects, contracts, and tasks
• Monitor and help control AP and AR
• Prepare and maintain cash flow for the projects, programs, and the business unit
• Perform ad hoc, weekly, and monthly financial reporting for projects, programs, and the business unit
• Contribute to monthly project review meetings and manage monthly meeting action items Perform ad hoc root-cause analyses, audits and investigations of project cost data
• Analyze hours, raw cost, burdened cost, revenue, gross margin after fringes (GMAF) and KPIs Interpret reporting results to communicate implications and make recommendations to stakeholders
• Assist in lean operational excellence by identifying opportunities for continuous improvement Help maintain information systems for projects, modification, proposals, and leads
• Query and aggregate data from multiple enterprise systems including Oracle, SAP BO, and SharePoint
• Code AP invoices when necessary
• Validate the accuracy of AP invoices, procurement requisitions, and vendor purchase orders General understanding of contractual agreements such as Cost Plus, Cost Plus with Hard Limit, Lump Sum, Guaranteed Maximum Price and Time and Materials
• General understanding of earned revenue principals for time and material (T&M), cost plus mark-ups, and lump sum contracts
• General understanding of the differences between general accounting principles such as cost, burdened cost, revenues, gross margin after fringes, earnings, accruals, billings, and payments

Preferred Skills & Knowledge

• Understanding of relational databases
• Communicate effectively with diverse stakeholders, adapting to meet stakeholder needs Skilled in the Microsoft Office Suite, especially Excel, Outlook, and SharePoint
• Must be fluent in Microsoft Excel: SUMIF, SUMIFS, COUNTIFS, INDEX, MATCH, LEFT, RIGHT, MID, VLOOKUP, HLOOKUP, named ranges, PivotTables, recorded macros, occasional use of VBA, troubleshooting
• Knowledgeable about enterprise business systems: Oracle E-Business Suite, SAP Business Objects
• Knowledge of or willingness to learn open-source advanced analytical tools such as R and Python a plus

• Analytical, detail oriented, multitasking, prioritization, sees the “big picture”, and deadlines-oriented
• Experience with an engineering and/or construction company a plus
• Bachelor’s degree in an analytical major such as engineering, construction management, business management, finance, accounting, economics, statistics a plus
