The role of the Proposal Manager is to work with technical leads/Bid directors and their teams to drive the WW process and corporate governance throughout a pursuit to ensure a winning bid. The proposal manager provides effective leadership and coordination of the bid process, managing a matrix team of internal stakeholders to achieve a clearly defined and deliverable bid which meets the clients requirements and aspirations on a “bid winning” technical and commercial basis.

Key objectives, to be achieved in collaboration with the BD&S Team;

  • Develop a partnership approach with client, involving all parties
  • Fully engage with the internal clients (Bid Directors and disciplines) and develop a close relationship so as to better understand their needs, requirements and pressures
  • Leadership and coordination of the bid process, ensuring all parties across the team are clear of expectations and responsibilities
  • Proactively manage internal sign off procedures and processes
  • To know the contents of the bid thoroughly so that control and ownership is clearly communicated in the bid document to the client
  • Take responsibility for final bid submission in compliance with the client’s requirements, with the support of proposals staff (eg GDC)
  • Ensure compliance with all Health and Safety, Quality and Environmental legislation and standards
  • Carry out additional ad hoc duties as required

Responsibilities

  • Owns the Win Work process throughout the pursuit from capture management to debrief and ensures process integrity.
  • Facilitates the capture plan and win strategy workshops to ensure that all client issues are understood, all win themes identified, and all evidence and CVs gathered.
  • Understand the PQQ/proposal requirements as outlined in the client’s documents
  • Takes ownership for the whole bid assigned to them
  • Ensures all relevant documents are sent to the commercial, financial, risk and legal teams for review and that governance timelines are highlighted in the programme.
  • Manages and leads the corporate governance process including paperwork and reviews around risk, cash-flow, scope and strategy.
  • Leads and oversees and inputs to benchmarking and financial profile to set the winning target price, utilises, maintains and develops the automated pricing tool to support data interrogation and fee generation.
  • Organises and executes the creation of the deliverables matrix, folder structure and PQQ/proposal programme.
  • Organises and facilitates kick-off, storyboard and review workshops based on the WW process and working to the programme timelines.
  • Provides a key communications interface between divisions, geographies, technical specialists and partners.
  • Critically reviews text, and edits to improve clarity and impact. Writes responses where required and when time allows.
  • Organises and facilitates Pink & Red Review session, internal and external bid debrief sessions, shares lessons learned and contributes to continuous improvement.
  • Supports the Administration program for uploading and maintaining CRM data, and running appropriate reports.

Communications and Working Relationships

The Proposal Manager reports directly to the Marketing and Proposals Director and works with the Graphic Designers, Financial Coordinator and technical teams on a daily basis.

Requirements

  • Relevant degree or equivalent
  • Experience and evidence of team membership is vital. 
  • Successful track record of managing / taking a key role in a winning bid team
  • Familiar with common IT applications
  • Ability to work under pressure and lead a programme to a deadline
  • Energetic, competitive and a desire to achieve
  • Indesign skills
  • Excellent interpersonal, communication and influencing skills; ability to fully engage internal client and build effective network
  • Team player
  • Capable of absorbing information and comprehending it in a short time span
