SNC-Lavalin and our “Minor Warships & Auxiliary Vessels” (MWAV) team is currently looking for a Quality Assurance Manager (QAM). Reporting to the Vice President & General Manager of SNC Lavalin Defense Programs Infrastructure (SLDPI), the MWAV QAM manages MWAV’s efforts in the development and implementation of all project and quality processes, procedures, objectives, and performance indicators to ensure the MWAV project meets or exceeds ISO requirements.  The QAM supports SLDPI’s efforts in complying with the MWAV contract. 

The QAM ensures project processes and procedures are adhered to by MWAV personnel, as well as SLDPI’s service providers and suppliers where applicable.  The QAM provides technical expertise and coaching in quality matters to all MWAV personnel and conducts audits to ensure compliance with the approved Integrated Management System (IMS).  The QAM tracks project and quality related KPIs for the MWAV project, and formulates action plans to address gaps and/or reinforce existing practices.  

Duties and Responsibilities:

  • Develop and implement the MWAV quality program, including the IMS and its documentation; 
  • Develop and implement quality related processes / procedures / documentation; 
  • Ensure MWAV’s quality documentation adheres to the MWAV contract, IMS, and ISO requirements; 
  • Provide Subject Matter Expert and coaching on quality requirements both to SLDPI personnel;
  • Inform MWAV Managers and Supervisors of quality issues to ensure compliance with contractual, legal, and other requirements; 
  • Supervise the preparation of annual and monthly quality reports and ad hoc quality reports as requested; 
  • Review and oversight of annual and monthly contractual documentation including DIDs, reports, plans, and registers 
  • Oversight of and participation in the development and implementation of various ISSC identified “Plans” including the Project Management Plan (PMP), Work Breakdown Structure (WBS), Safety, Environment, Close Out, Risk, et al 
  • Provide quality control oversight to SOA and its processes 
  • Development, oversight, and control of the Share Point repository 
  • Develop and track MWAV quality performance indicators and statistics 
  • Develop quality KPIs, spreadsheets, and reports for analytical purposes, and develops action plans to address gaps or reinforce existing practices 
  • Monitor and control the Quality Deficiency Report (QDR) and Non-Conformance (NC) database 
  • Monitor and control the Opportunity For Improvement (OFI) database 
  • Ensure continuous improvement of the quality program 
  • Oversee and conduct incident quality-related investigations and follow-up corrective actions 
  • Conduct quality audits for the project to ensure a consistent and common approach  
  • Maintain current knowledge of all active areas, records, and reports  
  • Support efforts to ensure Service Providers track personnel competency 
  • Coach, supervise, and develop the project quality staff  
  • Ensure alignment of the quality program throughout all MWAV offices  
  • Acts as a role model for honesty, ethics, quality of work, and willingness to perform beyond expectation 

Education and Knowledge:

  • University degree or college diploma in a technical program;  
  • A minimum of five (5) years’ experience in a quality assurance field at a supervisory or management level associated with vessel construction, vessel refits, or vessel maintenance within the last 10 years 
  • Formal training in ISO 9001, ISO 14001, and ISO 45001;  
  • Formal training as ISO 9001 Team Auditor, ISO 14001 Team Auditor, and ISO 45001 Team Auditor;
  • A minimum of five years’ experience in a supervisory role for quality programs with an ISO 9001, 14001, and 45001 registered company with 50 or more employees 

Training and Relevant Work Experience Required:

  • Proficient in MS Office software (Outlook / Word / Excel / Visio / PPT / Access / Project);
  • Strong time management skills, with initiative and follow-up capabilities; 
  • Strong people management skills with the ability to provide direction, guidance, and development;
  • Working knowledge of marine industry regulations;
  • Working knowledge of DND RCN regulations and procedures;
  • Experience in delivering presentations and training at all levels of the organization;
  • Ability to obtain a security clearance of Enhanced Reliability Status; 
  • Strong knowledge and understanding of ISO 14001 and ISO 45001 (formerly ISO 18001);
  • Experience auditing ISO programs; 
  • Fluent in English and able to effectively communicate verbally and in writing; 
  • Supervisory, management, and leadership training;  
  • Training and experience in safe work practices including first aid, personal protective equipment, WHMIS, Confined Space Entry, Working at heights, LOTO, etc., is an asset; 
  • Experience in shipbuilding and ship repair is an asset; 
  • PMP certification is an asset;
  • The successful candidate must be able to obtain Canadian Reliability Clearance Status
