Atkins seeks an energetic and highly motivated self-starter to join our Major Projects Team as a Senior Drainage Engineer. This position will be based in our Alexandria, VA or Calverton, MD hub offices but will work from our Purple Line Light Rail Transit project office near College Park, MD.


MAJOR FUNCTION/ROLE
This is a great opportunity to provide and support technical leadership, engage in the fast-paced and multi-disciplinary Alternative Delivery environment, and further develop technical and project management experience. The candidate will help lead a team of engineering and design staff, including subconsultants, to provide support in the completion of drainage, erosion and sediment control, and stormwater management planning, design, permitting, primarily through post-construction (Design Services During Construction) efforts. This individual must be competent in performing drainage and water resources engineering and demonstrate a broad knowledge of drainage design and hydrologic/hydraulic analysis and design methods. The ideal candidate is familiar with design and permitting requirements relating to delivery of transportation infrastructure projects, as well as having experience supporting the construction of Alternative Delivery projects, including Design-Build (D/B).


JOB DUTIES
The immediate role involves the technical delivery and management support of the Purple Line Light Rail Transit project, supporting and leading the efforts of the Drainage team through Design Services During Construction (DSDC), as needed, in urban drainage design, hydrologic analysis and hydraulic design of major drainage structures and bridge crossings, and erosion and sediment control (ESC) and stormwater management (SWM) permitting with local and state regulatory and review agencies, including Montgomery County, Prince George’s County, MDOT, MD SHA, and MDE.
After successful completion of the initial engagement, it is envisioned that the candidate will continue to support the Major Projects Team, through its matrix structure, pursuing and executing Alternative Deliver and major projects throughout the US, including airports, highway, and public transit.
The successful candidate’s proposed role and responsibility includes providing critical technical and management support to the Drainage DSDC lead, through:
  • Directly interacting with the Drainage DSDC team, other DSDC disciplines, D/B Contractor, and regulatory and approval authorities having jurisdiction.
  • Assist with the planning, coordination, and execution of all phases of the Drainage design and permitting acquisition and modification efforts.
  • Identifying resourcing needs, including subconsultants, based upon project schedules.
  • Performing engineering design and/or reviews of the design and drafting work of engineers, designers or drafters, as well as perform inter-disciplinary reviews.
  • Facilitating and/or leading internal and external progress and technical coordination meetings throughout project to meet delivery commitments, client needs, project schedules, project goals and deadlines.
  • Reviewing cost and staff-hour estimates, job budgets, and schedules and provides the same for change orders.
  • Managing and coordinating work efforts to align with agreed upon project budgets and schedules.
  • Coordinating and responding to D/B Contractor Requests for Information, shop drawing reviews, and Field Design Changes, and can assess whether construction elements are in compliance with design intent and permitting requirements.
  • Preparing final plans and reports and submitting them for approval by the Design Build Contractor and review and regulatory authorities having jurisdiction.
  • Ensuring that all company quality control procedures are implemented throughout the technical delivery and quality control reviews are completed at requisite milestones and/or phases of project work.
  • Coordinating work with other engineers and professionals within and outside own discipline, and with support services staff, including subconsultants to meet project delivery requirements and commitments.
  • Performing other relevant and related duties as the supervisor may from time to time deem necessary.

EDUCATION AND EXPERIENCE
  • B.S. or M.S. in Civil Engineering required, Water Resources Focus desirable. This level may be achieved by Engineers with four years' experience since B.S.; three years experience since M.S. Incumbents typically have six to ten years' experience since Bachelor's degree.

SPECIAL SKILLS
  • Strong technical writing, communication and organization/planning skills are required. 
  • Possess design and permitting experience with state DOTs and state environmental review and regulatory agencies, preferably Maryland Department of Transportation (MDOT) and State Highway Administration (SHA) and Maryland Department of the Environment (MDE).
  • Experience with drainage, ESC, and SWM design and permitting in the Chesapeake Bay region, specifically with Montgomery County and Prince George’s County permitting experience is preferred.
  • Experience and familiarity with the following programs is required: ArcGIS, HEC-HMS, HEC-RAS, FlowMaster, as well as TR-20 and HY-8. Experience with MicroStation, InRoads, and Blue Beam is desirable.

PROFESSIONAL REGISTRATIONS
  • Must be a licensed Professional Engineer (P.E.) in the state of Maryland or able to obtain license within 3 months of hire.

ADDITIONAL REQUIREMENTS
  • At least 5 years of relevant experience in design, permitting, and/or construction administration is required, and experience with Alternative Delivery is preferred.
  • General Competencies expected of all Professionals and Managers are as follows: Client Service, Commitment, Communication, Innovation & Continuous Improvement, Professionalism, Quality, and Teamwork.
  • Ability to process paper/electronic documents and utilize computer equipment; ability to communicate clearly both orally and in writing; ability to visit project sites if necessary. Job also requires ability to assemble and analyze data.
