Overview

Lead team of professionals and manages the establishment and administration of a defined set of programs, and initiatives for the Riyadh Metro Operation & Maintenance.

Primary responsibilities are focused on administration and supervision of Saudization Programs, Knowledge Transfer initiatives, Saudi under Mentoring program, Public Transport Academy, Human Resources Management and development, review and approval of documentation.

Assumes a leadership role in the provision of Project Management and Supervision Services, ensuring that existing and emergent programs and services are in compliance with relevant contracts, laws and regulations, institutional policies, and best practices and that they are in direct support of the overall goals and objectives of the Client and organization.

Collaborates directly with senior leadership on the development of strategies to enhance the value and effectiveness of all outcomes and participates in overall decision making as a member of the senior management team.

Minimum 12 years relevant experience is required within the HRD field.

Duties and Responsibilities

The role holder will cover the following responsibilities and duties:

  • Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates program deliverables and operational effectiveness, and implement changes required for improvement.

  • Provides strategic advice and recommendations to the Client and project leadership across a range of topics including human resources management, Saudization, learning & development and knowledge transfer program.

  • Analyzes, designs, documents, and implements internal reporting systems for the department as required by the organization and the Client.

  • Manages and/or provides day-to-day leadership to various technical, professional, and/or administrative personnel engaged in specified project activities.

  • Build a strong relationship with all stakeholders.

  • Help advise client and O&M contractors on strategic people-related matters and play a role in designing solutions that can help address complex people related issues, achieve sustainable results and demonstrate real impact.

  • Undertake reviews of the OMC’s documentation to ensure that it meets the contractual requirements and demonstrates current best practice within the People and Talent Development sector.

  • Where required, respond to contractual documentation, and respond within the required set timelines.

  • Respond to correspondence received from Client and OMC’s

  • Development of monthly and annual reports, in line with the contract needs.

  • Ensure that the PMS people development elements of the contract are met.

  • Perform appropriate duties and tasks assigned by the manager.

Qualifications

  • Degree in relevant subject, such as HRM or HRD.

  • Business Degree with a major in HR

  • Member of, working towards or have a desire to member of HR Professional body.  Such as CIPD.

  • Have undertaken training in specific areas, such as:

  • Competency development.

  • Management of HRM and HRD within an organization.

  • Training facilitation.

  • Management of Training Activities

Knowledge and Experience

  • A minimum of 12 years technical and management experience in Human Resource management, training and career development.

  • In-depth knowledge of Talent Management, Organisation Design and HR Transformation.

  • Extensive experience of advising companies on how to define an integrated talent management strategy to achieve high levels of organisational performance.

  • Proven delivery of complex People transformation projects, focusing on aiding Client to adapt their strategies, through the use of HR technologies and people analytics, to the evolving business landscape and successfully attract and retain talent.

  • In depth understanding of organisational design best practice across multiple business environments, and experience of leading engagements focused on this area.

  • Substantial experience of establishing and building strong client relationships.

  • Strong interest and passion for developing, growing and leading a team through advanced coaching and mentoring, as well as proactive knowledge sharing.

  • Excellent organisational skills, having the ability to prioritise work load whilst being resilient and being able to cope well under pressure and meeting tight deadlines.

  • Proven IT skills in Microsoft office Packages including excel, word and PowerPoint

  • Motivated to produce work which adds value to the contract

  • Adaptable to take on new tasks and opportunities as they present themselves

  • Attention to detail Ability to problem solve in complex environments

Additional Requirements

  • Demonstration of the following is required:

  • Very good level of spoken English.

  • Very good level of written English.

  • Very good level of command of Arabic.

  • Ability within other languages, is beneficial.

Personal Qualities

All nationalities will be considered but Saudi Candidates are preferred.

The role incumbent must be able to evidence competence within:

  • Work to tight deadlines.

  • Working with multiple priorities.

  • Managing project deadlines.
