The Intelligent Mobility and Smart Technology (IMST) practice, within the UK Transportation business, is the home of our market leading transport technology and mobility capability.  We work across the transport sector helping our clients navigate through a rapidly changing world linking current Intelligent Transport Systems with future-focused technology opportunities. The practice provides consultancy advisory, research, technical and design services to a broad set of UK and international clients in the transport sector, including the Department for Transport, Highways England, Network Rail and UK local authorities.  We blend market-leading capability in motorway control systems, toll road systems, urban traffic control and operations and smart ticketing with thinking and advice on emerging trends and growing areas such as digital highways, mobility as a service and Connected and Autonomous Vehicles (CAVs).

The IMST practice sits in the Consultancy practice – c 500 staff - within the Atkins Transportation business of c 3000.  Currently IMST comprises 90 staff from a range of disciplines facing into several key service lines across our clients, with approximately 20 staff focusing on traffic signals and urban traffic control projects across the UK.

The Role

  • We are seeking a candidate to join our Safety Risk and Operations team. In this role you will be required to leverage your experience and knowledge to ensure sound risk-based decisions.
  • Work will cover a diverse range of projects with a focus on managing safety risk on highways. You will be leading the Safety Governance of operationally complex highways schemes and working across disciplines to manage the operational safety of the end state. This will require you to engage with the client, stakeholders and contractor to deliver safety for the affected parties. To succeed you will need to be motivated, passionate and work collaboratively with others.
  • Writing Safety Cases and Safety Risk Assessments for complex projects and issues, demonstrating the achievement of safety objectives and safety risk criteria.
  • Undertaking hazard identification, hazard analysis and evaluation of safety risk using qualitative and quantitative data.
  • Leading the Safety Governance of major highways improvement projects as part of a larger ‘Operational Safety’ Team.
  • Chairing Safety Review Groups and Hazard Workshops; internal and external liaison with stakeholders with interest in safety outcomes.
  • Providing leadership in Safety.
  • Monitoring projects to ensure delivery to budget, time and quality.
  • Effective management of the delivery of work to standards and procedures (internal and client).
  • Contribution to the development of consultancy offerings and propositions; identification and development of bids; preparation of cost estimates and scopes.

What you can bring

The successful candidate will hold suitable qualifications, and be able to demonstrate:

  • Experience of application of Safety Risk Management processes e.g. GG104 Requirements for Safety Risk Assessment or via Highways England’s PCF.
  • Ability to understand complex issues and develop approaches to address them.
  • Ability to identify the limit of their own knowledge and experience where further specialist advice is required.
  • Confidence to constructively voice an unpopular opinion in the interest of safety and risk management.
  • Experience of undertaking quantitative and qualitative data analysis to understand safety performance.
  • Ability to undertake risk assessment including the identification of hazards and mitigations.
  • Working knowledge of the legal aspects of highways safety risk e.g. Highways Act, Health and Safety at Work Etc. Act.

Desirable Experience:

  • Awareness of best practice approaches for the management of Road User and Road Worker risk in a highways environment e.g. Road Safety Audit.
  • Ability to lead safety committees or hazard workshops, work with stakeholders and build a consensus.
  • Experience of managing safety risk in operationally complex or novel systems/projects.
  • Working knowledge of maintenance and other operational aspects of highways.
  • Experience of supporting business development.
  • Project management experience.
