Due to continued growth in the workload of our successful Water business, we are seeking to recruit a Resource Zone Strategy Lead. The successful candidates will initially join a site-based team of asset management professionals, engineers, modellers, GIS specialists and technicians and play a key role in delivering a major Framework for a key client.

Overview of the role: 

This is a great opportunity to work as part of a newly formed Asset Management Structure where Asset Information, Asset Performance, Asset Planning, Asset Policy and Strategy and Network Strategy teams work closely together to ensure that the Asset Investment programme addresses the needs of the business, the customer and the environment.

The Water Resource Zone Strategy Lead post holder will be responsible for compiling and updating strategic overview documents covering the 8 Resource Zones within the operational area, gaining input and support from across the business.

The RZ Strategy documents must bring together all key asset information relating to the zone including the configuration, historic performance, risks, and future operational needs into a coherent zonal strategy.

In order to support the delivery of the strategies, the postholder will also be required to:

Review, develop and implement asset policies, standards and processes that will help our network and production site assets to be optimised, ensuring safe operation, improved reliability and reduced operational costs.

Work alongside the rest of the Asset Management teams to develop costed strategies for assets and systems creating optimal use of available budgets and will work closely with the Innovation Strategy lead Incorporate industry best practice, through the engagement and collaboration with key bodies, suppliers, and other industries.

Expected requirements: 

  • The post holder is required to be self-motivated, committed, structured, and organised with experience and understanding of the specific areas that their role is required to deliver (see below). 
  • They should be able to demonstrate strategic and lateral thinking, being able to draw conclusions and make recommendations after reviewing and investigating multiple quantitative and qualitative data sources. 
  • The post holder should be proactive, and have solid leadership, relationship, communication, and interpersonal skills, and be able to successfully present at Head of Service and Board level.
  • A good understanding of an asset intensive industry (ideally Water) with associated technical and practical experience is critical.

Specific responsibilities

  • Investigate and define future objectives for the resource zones, linked to the overall AM Policy, Strategy and Corporate Plan, with a roadmap for developing capability to move to this future state
  • Review overall policy and strategies, and corporate plan objectives with their geographical area, understanding key risks, issues, and constraints systematically and develop prioritised list of investigations. 
  • Define analytical investigations for Asset Performance to undertake
  • Working with Asset Planning and Network Strategy teams, scope, and sponsor feasibility and optioneering studies to define proposed ways forward to mitigate risks, using the costed results to recommend future investment and build business cases for future business plans
  • Review and update area strategies annually (small updates) and three yearly (major updates) with key stakeholder engagement
  • Undertake reviews, alongside Asset Performance and Asset Planning to confirm strategies are succeeding, and modify, if required
  • Lead on Business Plan (Periodic Review) investment stream development on behalf of Asset Management
  • Develop targeted strategies to deliver the AM vision, ensuring optimised asset and system performance and maximised asset life – e.g. M&E, Civil Structures, tanks, instrumentation, valves, and other ancillaries, etc.

Generic responsibilities within the Policy and Strategy Team

  • Use appropriate techniques, supported by Asset Planning to investigate, and define the proposed interventions outlined in the strategy
  • Working with Asset Information and Asset Performance teams, investigate and understand how to apply impacts of asset, process, and site criticality based on system understanding.
  • Understand the impact of proposed strategies on budget/costs, resources, capability, suppliers etc
  • Present and obtain approval of proposed strategies, and then work with stakeholders within the business to ensure implementation
  • Ensure implementation of the defined strategy, ensuring ongoing monitoring and reporting on compliance through the development and implementation of lead key performance indicators (KPI’s)
  • Working with the Innovation Strategy lead and Maintenance Strategy Lead, consider innovative techniques and opportunities as part of asset maintenance strategies and ensure processes align with best practice
  • Develop and maintain appropriate stakeholder relationships.
  • Consider options and opportunities available through the supply chain
