Role Summary

Having good technical knowledge and experience across the MEP disciplines, manage relevant discipline teams to effectively implement all aspects of the Quality / HSE management systems, regulate and control construction supervision delivery processes related to the MEP / Utilities works across all projects, monitor performance, arrange necessary training and perform administrative duties related to the discipline staff.

Responsibilities

1.MEPU Discipline Leadership

  • Induct, train, and lead the team of the discipline staff.
  • Develop and evolve team structure, appoint and empower line managers
  • Interview and recruit discipline staff and organise the requirement for each project site.
  • Implement Quality / HSE management systems relevant to all areas of MEPU works.
  • Monitor the progress of the work of the discipline staff and determine any training requirements.
  • Conduct regular site visits; monitor performance of the MEPU staff and raise necessary issues to SOD.
  • Mentor discipline staff on required improvement of process, procedures and technical skills.
  • Encourage discipline staff to identify safety issues and raise Safety Observations
  • Assist discipline staff to regulate and control the MEPU works and ensure compliance with relevant quality procedures throughout the project.
  • Guide and assist discipline staff in the development of process control sheet for MEPU works on new projects, in conjunction with the QM.
  • Arrange leave cover for the discipline staff and ensure that projects are properly administered.
  • Coordinate external, internal and site surveillance audits with the QM.
  • Assist and perform internal / external audits, prepare audit reports and monitor the close out / corrective action of findings / observations / non-conformance notices raised.
  • Assist and perform Site Surveillance Audits (Technical), prepare surveillance audit reports and monitor the close out / corrective actions of findings / observations raised.
  • Organise and perform project design reviews at various stages as required and formulate comments.
  • Organise and perform reviews of tender documents and prepare design and contractual comments arising.
  • Guide and assist the project REs and discipline staff in submittal reviews including contractor design drawings, shop drawings, materials and alternative proposals.
  • Monitor and perform objective verification of the quality and consistency of reviews undertaken by the discipline staff.
  • Monitor and assist in the testing & commissioning of all systems and ensure that all systems are functional and meet or exceed the criterion set in the contract documents.
  • Monitor and perform objective verification of project documents at handing over to ensure completeness and that reviews are thorough.
  • Assist the respective project REs and discipline staff in resolving technical issues, claims, disputes arising and requiring input for satisfactory close out.
  • Assist the project REs and discipline staff to ensure that all statutory authority NOCs / permits / design approvals are available at start-up of project.
  • Provide assistance to the project REs and discipline staff when required with Local Authorities for approvals, inspections, permits etc.
  • Monitor performance of Contractors / Suppliers and record evaluation at project close-out.
  • Review technical feedback received from projects and collate, distribute and circulate across all projects.
  • Extend support to discipline staff to avoid contractor claims for cost and /or delay.
  • Guide and assist discipline staff in the close out of non-conformance notices (NCNs) and site inspections notices (SINs) and review the corrective actions proposed by the contractor.
  • Guide and assist discipline staff in the final inspection for certification and handing over the works.
  • Liaise with the QM for the effective implementation of the quality management systems and site supervision provision activities.

2.Project Interface

  • Ensure MEPU discipline staff implement Quality / HSE Management Systems.
  • Assist discipline staff in the development of process control sheets for each MEPU activity as per Project Quality Plan (PQP) to ensure compliance with Quality Management Systems.
  • Liaise with the discipline staff for all external and internal audits and ensure the effective implementation of Quality Management Systems.
  • Assist discipline staff at the project close out stage and verify the testing & commissioning, final inspection & snagging, submission of documents at handing over are as per the contract documents.
  • Liaise with the respective project REs and ensure requirements for the issuance of Taking-Over Certificates are fulfilled.
  • Support project discipline staff to review any significant variation that may have an impact on the overall design and supervision delivery process.
  • Liaise with the project supervision team, coordinate and resolve any issues of concern.
  • Analyse current methods of site supervision and provide recommendations for continuous improvement

3.Client Interface

  • Liaise with Clients to support approvals of discipline staff if required by the RE.
  • Attend meetings Clients (as required).
  • Guide and assist the project team in the preparation of any technical reports / recommendations as required by Clients for any project specific issues.
  • Discuss with Clients any potential concerns regarding approvals of submittals, significant claims, variations, project discipline staffing
  • Liaise with Clients for the necessary approval of samples if required by the PD / RE.
  • Explore with Clients any potential leads for future job opportunities for the business.

4.SOKSA Office Interface

  • Participate in regular management meetings
  • Provide technical input to SOKSA bids, including narratives and assessments of resource requirements
  • Act as Bid Director on selected bids
  • Attend, input to monthly Project Review Board meetings
  • Lead the identification of MEPU recruitment requirements / participate in selected panel interviews
  • Coordinate with PDs to develop regular project resource forecast inputs for overall SOKSA resource planning
  • Develop and implement protocols for cross fertilisation of ideas / issues arising / lessons learnt between projects
  • Develop and implement protocols to enhance Design / Site collaboration, feedback, training
  • Develop and implement protocols to enhance Site collaboration with PMC / SNC-L

5.Line Management / Administrative Duties

  • Coordinate leave request of discipline staff, arrange leave cover.
  • Monitor discipline staff sickness / other absences from projects, address apparent abuse
  • Maintain and update leave records of discipline staff in conjunction with OSL / PCM
  • Manage disciplinary issues in conjunction with OSL, PDs, QM, HSED
  • Conduct regular internal team meetings of discipline staff and record / circulate minutes and actions.
  • Identify, organise, and conduct training for the discipline staff.
  • Organise and ensure timely completion of annual and mid-year Performance Development Reviews for all MEPU discipline staff.
  • Conduct annual and mid-year Performance Development Reviews of senior discipline staff and monitor progress against objectives set.
  • Ensure timely completion of all mandatory training by all MEPU discipline staff.
  • Prepare and circulate regular MEPU discipline summary reports on resourcing, leave arrangements, issues arising etc.
