Atkins seeks an energetic and highly motivated self-starter to join our team in Orlando, Florida as a Toll GEC Program Management Program Manager, supporting the Florida’s Turnpike Enterprise (FTE) General Engineering Consultant (GEC) Program, working as an “extension of staff” in the client’s office in Ocoee, FL (metro Orlando area). This position will provide career growth opportunities through management of FTE toll road, and express / managed lanes toll road infrastructure projects.

The ideal candidate will have a background as a civil engineer for DOT highway projects in capital program management, design or construction; with experience in capital project development, and lifecycle management of projects. A broad base of skills, capability and experience is desired in engineering, program management, administration and communicating. Willingness to be a team player is a must.

How will you contribute to the team?

  • Oversee Client’s program of projects. 
  • Responsible for the direction and supervision of technical discipline staff.
  • This position will serve in the role of GEC Program Management Program Manager for the client’s Engineering Group, and will work with other consultants and Atkins staff, as well as provide support to the client’s staff, on numerous types of design/construction projects related primarily to those express lane and toll road facilities. 
  • Collaborates with Client (FTE) Management in Production, Construction, Tolls, Maintenance and Operations and major program/project stakeholders 
  • Projects typically involve high levels of regulatory agency involvement or very complex technical requirements. 
  • Typical projects might include construction management engagements, significant design-build or design-build-operate-maintain undertakings, major and unique structures.
  • Provides leadership, direction, and technical guidance to senior project managers and project managers within assigned area of responsibility to ensure that quality management and technical services are provided to clients and that operating performance targets are met.

Internal Staff Administration:

  • Assists management team in identifying staffing needs based on future workload and manpower projections for project staffing. 
  • Reviews managers’ recommendations to recruit, hire, transfer, or terminate project staff; approves/disapproves or endorses recommendations and presents to senior management for approval as required by established authorization guidelines. 
  • Reviews and makes decision on recommendations for salary offers for new hire candidates, as well as salary and position adjustment actions for project staff, subject to senior management review and approval. 
  • Recommends personnel actions as established by authorization guidelines.
  • Conducts semi-annual performance reviews and annual career planning sessions with project staff within assigned projects. 
  • Provides staff with ongoing performance feedback and counsel to promote improved performance and career development.
  • Helps staff identify and pursue technical and professional development activities consistent with their career development goals and project objectives/needs.
  • Advises project staff concerning company policies and procedures; monitors and enforces compliance. 


Project Production & Management and General Responsibilities:

  • Assists project staff in developing work plans; reviews and approves schedules, budgets, project milestone dates, and work products.
  • Oversees financial performance of projects.
  • Assists project staff in identifying potential problems to ensure remedial actions are promptly taken to avoid financial losses and client dissatisfaction.
  • Monitors and enforces compliance with established quality control standards, ensuring that appropriate quality assurance activities are being performed throughout the project. 
  • Reviews QC plans and periodic QA compliance audits.
  • Assists assigned project staff in facilitating work sharing with other operating units. 
  • Manage professionally qualified individuals to perform Project Management including planning, scheduling, coordinating, directing and controlling project activities from concept development through the completion of construction of a project, including vertical/architectural disciplines. 
  • Support FTE with financial reporting, projections and insurance requirements
  • Work Program Development meetings with Planning, Operations, Tolls, Finance, PMs, Estimates, Project Controls, Right of Way and Management.
  • Coordination and development of multifaceted responses on program/project/district issues.
  • Support Client on Errors and Omissions issues. 
  • Provide management support to PMs, in developing solutions to complex problems.
  • Review potentially controversial public involvement issues.
  • Performs such other duties as the supervisor may from time to time deem necessary.

What will you contribute?

  • Bachelor's degree in Civil Engineering. Graduate degree preferred. Management coursework and/or MBA a plus. 
  • This position requires minimum of twelve (12) years engineering experience since B.S. or eleven years since M.S. as well as experience in program management, and experience with toll facility/limited access projects.
  • This position also requires at least three of these years in the Senior Project Manager position with highly complex project management responsibility.
  • Typical incumbent will have 15-20 years of experience.
  • Turnpike experience preferred but not mandatory.
  • General Engineering Consultant (GEC) experience is a plus. 
  • FDOT Design-Build experience is also a plus.
  • Knowledge of FDOT policies, procedures, and standards.
  • Proven collaborative leadership with effective negotiation, interpersonal and partnering skills; Ability to lead and manage a large staff.
  • Strong, effective technical writing, oral and listening communication skills in English; good public speaking ability to large groups of people.
  • Excellent analytical, problem-solving, and decision-making skill; Ability to develop and review policies, methods, practices and procedures.
  • Strong organizational and time management skills. 
  • Professional Engineer Registration in the State of Florida required, or if registered in another state, the ability to obtain registration in the State of Florida within six months
  • PMP certification is desirable.
