Atkins seeks an energetic and highly motivated self-starter to join our Orlando, FL Team as a Toll Systems & Quality Assurance Manager. supporting the Florida’s Turnpike Enterprise (FTE) General Engineering Consultant (GEC) Program, working as an “extension of staff” in the client’s office in Ocoee, FL (metro Orlando area). This position will provide career growth opportunities through development of FTE toll revenue collection and customer service business operations and systems projects.

This position is responsible for managing the testing of Florida Turnpike Enterprise’s (FTE) toll systems; in-depth analysis and project support with a focus on system functions, operational performance, business rules; and auditing toll system performance.

The ideal candidate will have in-depth knowledge of toll operations and toll collection systems, establishment of internal controls, and testing and auditing of toll systems; and a background as a business analyst with experience in development or management of revenue operations and toll collection systems for the toll industry.

Desired experience also includes requirements gathering, needs analysis, requirements management, change management, systems development and documentation, system testing and acceptance, quality assurance; and demonstrated experience and understanding of toll system key performance indicators and metrics and the ability to identify and resolve performance issues.

A broad base of skills, capability and experience is desired in project management, requirements management, technical writing, business operations, and communicating. Active involvement as a team player is a must.

MAJOR FUNCTION/ROLE

This position is responsible for managing the testing of Florida Turnpike Enterprise’s (FTE) toll systems; in-depth analysis and project support with a focus on system functions, operational performance, business rules; and auditing toll system performance.

Applicant should have in-depth knowledge of toll operations and toll collection systems, establishment of internal controls, and testing and auditing of toll systems. This position provides support to the, Atkins’ Tolls Program Manager, FTE Deputy Director of Toll Systems Facilities and Equipment, and FTE Director of Toll Operations.

Under general direction, provides project management, technical leadership, subject matter expertise and oversees teams for the development, procurement, implementation, testing and acceptance of Toll Revenue Collection, Back Office, and/or Customer Service Center (CSC) systems and related toll business operations. and acceptance of Toll Revenue Collection, Back Office, and/or Customer Service Center (CSC) systems and related toll business operations. Applies financial, accounting and business operations knowledge to the investigation of transportation financial, planning and operational needs and problems, coordination of Toll project activities, and the preparation of financial reports and documentation. Applies expert knowledge of leading-edge information and communication technologies, planning, and engineering processes to the planning, development, design, and operation of Toll systems. Applies expert knowledge of toll revenue collection business operations and systems to assess and troubleshoot operational performance, and to identify needs, problems for contract compliance and acceptance.

Carries out job functions within small, project-oriented, multidisciplinary teams of toll professionals and directs interaction with clients within the context of project meetings, financial reviews, operations-related activities, and project production and delivery.
Major results expected include high-quality written, verbal and graphical deliverables in the form of financial concepts and reports, progress reports and other related documentation.

JOB DUTIES 
  • Responsible for managing the definition, implementation and integration of quality principles and quality processes into the design and development and testing of the hardware, software and processes for the toll system.
  • Ensures that quality methods and procedures are executed. Ensures that products, applications, and systems follow established quality standards, and meet customer requirements.
  • Analyzes best-in-class processes, establishes customer satisfaction metrics, understands the interaction and relationship of business operations and operating systems.
  • Responsible for researching, developing and implementing testing methods and procedures for the toll system. Ensures that products meet the highest quality standards. Monitors and reports on defects.
  • Responsible for effectively lead the testing and monitoring team.
  • Applies general financial planning and operational principles to solve specific toll-related problems.
  • Leads the design and development of toll financial concepts and analyses, including requirements analysis, as well as development and communication of concepts.
  • Writes reports, delivers presentations, discusses concepts and deliverables with clients, and participates in quality-control checks.
  • Supports and coordinates the development of toll operations budgets.
  • Prepares toll cost analyses.
  • Develops and analyzes business rules and procedures (roadside and back office) to optimize revenue collection and/or minimize negative customer impacts.
  • Proposes solutions, directs the quantification of expected results, and presents recommendations to the client's senior management team.
  • Estimates revenue impact of toll system outages to determine prioritization for resource allocation.
  • Coordinates with various departments within the organization (both client and consultant staff) to complete approved recommendations, ensuring that all parties understand the proposed solution, document requirements accurately and execute the implementation plan in a timely manner.
  • Provides senior-level review of deliverables prepared by others prior to submittal to client.
  • Supervises Toll team members.
  • Manages Toll efforts in one or various concurrent projects.
  • Performs such assignments and duties as the Supervisor may deem necessary from time to time.

EDUCATION AND EXPERIENCE
  • B.S. degree in Business, Information Technology or another subject related to Toll Revenue Collection Business Operations / Systems (incl. Back Office and/or Customer Service Center), such as Accounting, Finance, Computer Science, or Engineering.
  • Requires a minimum twenty (20) years of experience in the accounting and finance industry and ten (10) years of experience in systems development and business analysis in the tolling industry.
  • Experience in developing and conducting test processes for multiple types of systems, client users and/or units across an organization.
  • Requires prior management, supervisory or team leader experience.
  • Must have proficiency in advanced Excel techniques and SQL.
  • Experience with toll systems a plus.
  • Experience with customer service centers / systems a plus.
  • Experience with FDOT policies, procedures, and standards a plus.
  • General Engineering Consultant (GEC) experience is a plus.

SPECIAL SKILLS
  • Must be self-starter with excellent analytical, organizational, problem-solving, and decision-making skills.
  • Position requires strong analytical ability, good communication / interpersonal skills, organizational skills, and technical accounting skills.
  • Strong, effective technical writing, oral and listening communication skills in English.
  • Strong personal computer skills and ability to work in Microsoft Office applications, including Outlook, Excel, Word and Access, are required.
  • SQL skills are required.
  • Ability to develop and follow test plans and matrices; Ability to design and implement test scenarios and cases.
  • Ability to deal effectively and harmoniously with people at all levels of the organization and to represent the firm professionally.
