Traffic Operations Center Supervisor

We are hiring! Atkins seeks a talented, committed individual to join our team in Greensboro, NC as a Traffic Operations Center Supervisor. This role will supervise day-to-day activity for their shift which is responsible for managing traffic congestion on roadways throughout the state and responding to planned and unplanned traffic incidents including road work, vehicle crashes, and major adverse weather. TOC staff use an array of technologies to monitor and detect traffic incidents, to prevent and resolve traffic impacts, and to interface with emergency responders and the traveling public. The TOC is a 24/7/365 communications hub and emergency response facility. Successful TOC Supervisors are complex problem-solvers, conscientious leaders, and effective communicators.

TOC Supervisors report to the Statewide Operations Manager (OM) but must be capable of directing their own work and independently addressing the needs of their shift.  Supervisors provide hands-on support in the control room and must be able to effectively direct and delegate TOC activity in real-time. A typical day is comprised of regularly scheduled tasks and unscheduled incident response activities. Supervisors must possess good time management skills and maintain continuous, situational awareness of issues impacting their region’s roads or TOC operations. Supervisors regularly engage with numerous internal/external partners and must be clear, effective communicators who reliably follow-through on their commitments.  Supervisors must maintain a productive, professional work environment and actively support the development and well-being of their employees.

Open TOC Supervisor positions may be available on any of the following shifts:1st Shift (6 AM – 2 PM), 2nd Shift (2 PM – 10 PM), and 3rd Shift (10 PM – 6 AM).  Applicants must indicate which shifts they are able to work.  Due to the nature of our industry and the TOC’s 24/7/365 hours of operation, candidates must be willing to work weekends and holidays as needed. TOC Supervisors are directly responsible for managing TOC staff on their assigned shifts but are expected to support and supervise other control room staff as needed.  TOC Supervisors must be reachable by phone 24/7/365.

How will you contribute to the team?

  • Lead day-to-day operations for their shift by providing hands-on support and by directing the activity of control room staff.
  • Complete activities in real-time to ensure their shift’s consistent delivery of services and adherence to policy by enforcing standards and expectations; by reviewing work and preventing errors; and by delegating work amongst their staff.
  • Ensure all staff are present as scheduled; arrange for coverage as needed; and update staff schedules to reflect all hours worked.
  • Complete regular quality assurance activities for their shift to support the TOC’s overall quality assurance program.
  • Communicate regularly to staff on their shift to capture feedback and to ensure shift-wide awareness of critical information.
  • Communicate regularly with their center’s Senior Supervisor to relay feedback, needs, risks, issues, and other updates relevant to their shift.
  • Provide formal training and as-needed coaching to enhance the performance of their shift.
  • Lead operational activities typically assigned to Supervisors such as issue escalation, ICM execution, crafting Mini-Updates, producing major incident timelines, etc.
  • Complete administrative duties for their shift including timecard entry, mandatory training, staff performance reviews, etc.
  • Support new-employee on-boarding, especially coordination with Help Desk personnel to create new accounts and resolve access issues.
  • Complete other duties and tasks as directed by their center’s Senior Supervisor.

What will you contribute?

  • Bachelor’s degree in related field. Without a Bachelor’s degree, ten years of relevant experience (e.g. experience in a traffic operations center, supervisory experience), and or relevant general business experience is required.
  • External applicants must complete TOC training within 6-8 weeks of employment.
  • Supervisory experience in a TOC or other similar environments including dispatch centers, 911 operations, or other emergency operations is preferred.
  • Must be proficient with computer skills.
  • Must have a good command of the English language.
  • Excellent oral communication and interpersonal skills required.
  • Excellent written communication skills required.
  • Ability to perform in a professional, courteous manner and remain friendly while under pressure.
  • Must have an aptitude for personnel management including staff development/training.
