Central Railway Systems Alliance

The Central Railway Systems Alliance (CRSA) brings together the collective strength of the four parent companies – AtkinsRéalis, Balfour Beatty, Network Rail and TSO – to develop, design and deliver rail systems renewals and railway enhancement projects across the large geographic regions of the North West and Central and Eastern regions, from London to the Scottish Border.

This alliance provides us the unique opportunity to be involved in design and delivery on some of the UK’s most exciting rail systems renewals and enhancement projects, and the variety of work provides a once in a lifetime opportunity for exciting career development. The CRSA has a fully committed workbank and is contracted until at least 2029.

High Speed 2

High Speed 2 (HS2) is the UK’s largest infrastructure investment project. When delivered efficiently to programme, infrastructure has a huge part to play in raising economic prosperity in the UK. By linking several of the UK’s largest cities, significantly reducing journey times and increasing capacity, it will be a key enabler in delivering the Government's levelling up plans.

ETCS fitment programme

AtkinsRéalis’ Rail Consulting expertise in train integration and signalling, combined with rolling stock fitment capability has enabled us to become a leading partner in the UK roll-out of the European Train Control System (ETCS). Our Rail Consulting practice has been supporting the UK ETCS programme for over a decade, beginning with assembling a client team for the Network Rail ETCS Freight project, complete with technical and commercial support to initiate a portfolio of projects, through to stakeholder management and equipment installation design on a range of freight fleets. Rail Consulting is also Network Rail’s chosen delivery partner for the fitment of ETCS across a range of heritage locomotives, including the Tornado and Black 5 (a world’s first fitment of ETCS to steam locomotives) and a Deltic diesel. In addition, we are the chosen systems integration partner for East Coast Mainline Digital Programme.

Specialists from Rail Consulting have successfully supported ETCS deployments in the UK and Europe with services ranging from rolling stock fitment and independent assurance (ISA, AsBo, DeBo, VeBo NoBo and ApBo) to specialist engineering, DPE/PEM, project management, system engineering, integration and cyber security.

Rail design

Design and Construction: AtkinsRéalis has an impressive portfolio of supporting contractors on design and construction projects, including East West Rail, Crossrail, Midland Main Line and HS2 Enabling.

In addition to these major projects, we also strive to work on locally important projects, including Soham Station, Robroyston Station, earthworks remediation, E&P, traction power and signalling installation. Integrating our designers with contractors allows a holistic approach to solution identification, and enables our designers to progress their careers based upon a solid foundation of whole lifecycle experience.

Digital signalling integrator

AtkinsRéalis are unrivalled leaders in the European Rail Traffic Management System (ERTMS) in the UK - delivering an exciting range of consultancy services, client-side systems integration, prime systems integrator delivery including signalling delivery, and a wide range of software products and managed services.

We are the Railway Systems Integration Partner on the largest Digital Programme in UK rail, the East Coast Digital Programme which is deploying European Train Control System (ETCS) digital signalling on the East Coast mainline and developing Traffic Management. We run the UK's Test Verification Validation and Integration facility where we will be semi-automating testing of the latest ETCS products for UK compliance over the next decade, whilst delivering the National ETCS Fault Lifecycle Management Software DRACAS.

Digital system delivery

AtkinsRéalis are leaders in Digital Asset Management including delivering the Network Rail Digital Twin software GEORINM, having delivered the most recent national aerial survey, and helping to establish the strategy and direction for the Intelligent Infrastructure Programme. We have developed award-winning Decision Support Tools for Vegetation Analysis and Track, as well as creating new machine learning tools that automate asset classification from the LiDAR point cloud. Our rail cyber security team provides differentiated Operational Technology Cyber Resilience relied upon across the industry. We are currently delivering the Network Rail Security Management System, providing Signalling Cyber assurance to Network Rail Telecoms and leading Cyber security on the East Coast Digital Programme. As we enter the increasingly joined-up world bringing Track and Train together as we migrate to the Great British Railway, AtkinsRéalis is delivering the engineering, operations insight, data integration, analytics and digital platforms to support the whole industry transformation.

East West Rail

The East West Rail (EWR) scheme is a transport improvement project. Currently delivery is through an exciting Alliance model where AtkinsRéalis is a key partner. It will develop a strategic rail transport link with the second phase of opening planned for 2024/25.

But it’s also much more than that. This project isn’t merely reopening a line, it’s revitalizing the economic heartland; regenerating the area by making jobs and exports for the UK economy. These works will re-establish a rail link between Ipswich and Oxford via Cambridge, Bletchley and Bicester, improving their transport connections.

Atkins Signalling Method (ASM)

We developed and delivered the most radical approach to signalling delivery in the UK over recent years - the Atkins Signalling Method (ASM). The ASM is the only current lineside based signalling approach compliant with the Network Rail CP6 asset policy which is capable of delivering the digital railway.

It is the only signalling solution to integrate and control interlockings, level crossings, control centre interfaces, remote monitoring and associated products on one platform. Unique to the ASM, its Multi-Service Network (MSN) enables all data and equipment performance to be monitored remotely – improving safety and generating operational efficiencies.

National Rail Awards 2021: Outstanding Teamwork

With life-expired Victorian equipment still operational at Clacton-on-Sea, Network Rail (NR) engaged Atkins in January 2020 to replace the signalling system in just 12 months rather than the normal 24 months. A collaborative commercial approach was agreed from the start that included aligning expectations, to react quickly to change and create a ‘one team’ culture.

Within weeks of the project starting, the global Covid-19 pandemic was announced, the project organised for 90% of the UK and India engineering teams to work from home and keep the project moving, accommodating home-schooling etc .

With minimal and ever-changing government guidelines, the team were innovative and developed safe site compounds, welfare etc working arrangements, despite many additional challenges including industrial action due to working in shared workspaces and the discovery of the more transmissible local Kent variant.

It was one of few projects to have started in the first lockdown and delivered safely to meet the February deadline while the country was in the third lockdown, demonstrating the team's determination to succeed and the power of collaboration. Known as the ‘project everyone wants to work on’, the whole industry recognises the difference in this project was the behaviours and communication between the industry partners to create a ‘one team’ approach.

Our Permanent Way engineers provide designs from concept and early feasibility, consultancy-based advice for any Rail-related project work, through to detailed designs and management of implementation for Permanent Way, providing site support where necessary.

Our capability covers all modes of railway including Transport and Works Acts / Development Consent Orders, domestic renewals, journey time improvements, enhancements, high speed, heavy, metro and light rail and features open route alignment and switch & crossings (S&C), plain line, new stations, depot design, track formation, track drainage design and various types of concrete slab track systems. Our delivery teams also have extensive experience in gauging for enhanced route clearance assessments and line speed improvement schemes. We also have significant track asset management expertise including certified staff for track inspection for both plain line and switch and crossings (S&C), track monitoring and critical rail temperature management (CRT management).

Our signalling capability creates a fantastic differentiator over our traditional competitors and allows us to develop deep and meaningful relationships with Network Rail, the biggest customer in our UK business. The vast experience across the business means AtkinsRéalis has the very best team of consultants who are able to understand the big issues facing the UK Transportation sector and turn this into solutions that are applicable to the UK's Railway Signalling and Communications needs. By investing in our delivery and technology capability we have the potential and opportunity to delight our customer today and in the future, by delivering what we promise on time and within budget.

AtkinsRéalis Signalling Business sits within the UK Transportation division of AtkinsRéalis. Whilst delivering Railway Signalling and Communications Design and Build, it also contains Highways Intelligent Transportation Systems (SMART motorway signalling design) and Heathrow Airport Communications systems maintenance and management – bringing truly cross-sector experience to the business.

The business has its own dedicated Commercial, Programme, Project and Planning management teams – able to draw on the vast wealth of experience from across the rest of AtkinsRéalis, but also equipped with the specifics required for the Signalling Design & Build market.

AtkinsRéalis was one of the pioneers in using overseas design offices, starting with Sharjah but now focusing its efforts on two Global Technology Centres (GTC) in Bangalore and Delhi – within these offices there are over 100 Signalling and Communications Designers and Engineers who are focused on supporting the UK team – from traditional signalling design, through CCTV systems, to EN50128-related activities in support of our AtkinsRéalis Signalling Method and our Future Signalling System “product” (more on this later). The GTC now offers a PMO, providing lots of back office support to the Signalling Business from planning to collation and analysis of data around trends and performance feedback, for example.

In the UK we have around 100 Signalling and Railway Comms designers; based out of five major hubs in Glasgow, York, Birmingham, Swindon and Croydon – providing UK-wide coverage. In addition to the Design team we have around 50 Engineering Managers and Project Engineers – including the Technical Investigation Centre in Crewe which has a contract until 2029 with Network Rail to undertake analysis of signalling and communications equipment involved in service-affecting failures.

Where AtkinsRéalis differs from its engineering design house peers is in our ability to manage and verify the Construction, Installation and Testing of Railway Signalling and Telecommunications. With some 50 Construction Managers and 40 Testers, we have one of the UKs top capabilities in this area; we are revolutionising our approach to the use of supply chain, complementing our own in-house skills with a “managing contractor” approach to “boots on the ground delivery”. This approach allows us the flexibility to meet with our client's peaks and troughs in workload and much more seamlessly and efficiently deal with the changing geographies offered to us by the project pipeline.

Starting in 2015, AtkinsRéalis developed its own approach to UK Railway Signalling – called Future Signalling Systems by AtkinsRéalis – using the AtkinsRéalis Signalling Method and an array of products supplied by various OEMs; the most well-known of these products being a vital controller (interlocking) provided under licence from Alstom - ElectroLogIXS. We have thrown away the traditional approach to scheme development, design and data production and gained approval – and awards – for an EN50128 compliant process – providing many benefits including safety, repeatability and reuse, efficiency and therefore cost. Unlike other innovations and attempts to penetrate the UK signalling market, this is not a “one hit wonder” – the portfolio of projects is building from Old Oak Common depot, through Shepperton Branch, NYL, Feltham Phase 1 and in the pipeline Feltham Phases 2, 3 & 4 and East West Rail.

In addition to the new technologies, in March 2021 AtkinsRéalis commissioned the resignalled (and heavily remodelled) Clacton-On-Sea station area (SSI). We have also undertaken numerous level crossing works – from full renewal (Cuxton) to light intervention around life extension (Alrewas) and many in between.

Our Design and Engineering Management team provide a wealth of support to our wider UK Rail design offering around the signalling and communications aspects of multi-disciplinary projects work for major D&B companies including Buckingham Group, Volker Fitzpatrick (and Rail), and AMEY; with the ultimate accolade being part of the CRSA track alliance with Balfour Beatty and TSO.

Our civil and structural engineering teams are at the cutting-edge of delivering complex infrastructure on a wide range of schemes, including the projects highlighted above. Each project we work on provides its own challenges for our teams to explore, whether that be designing iconic landmark structures, or ensuring that the rail infrastructure we design is able to fit into the tight working and programme restrictions presented by the scheme.

We routinely explore new ways of using automated design tools to improve the accuracy and efficiency of what we do, and work with our delivery partners to design standardised components that are pushing the boundaries of what is possible through Design for Manufacture and Automation (DfMA).

Information Management is at the heart of what we do, working in 3D BIM models as standard, and helping our projects and clients understand the changing needs of the industry. We are committed to creating a measurable impact on carbon reduction, understanding that as designers of structures requiring carbon-intensive materials we are at the front line of the climate emergency and have a duty to up our game as an industry.

Our regional Electrification and Plant teams deliver a wide range of services to the rail market. This includes building services in stations and depots but also lineside power systems for traction power supplies, signalling systems and points heating. Our teams represent a diverse range of backgrounds including seasoned professionals, graduates and apprentices; and we welcome staff from other industries. Our teams contain mechanical and electrical engineers who are encouraged to maintain continuous professional development and are actively assisted with professional registration (CEng, IEng, EngTech etc.).

A career within E&P is rewarding due to the variety of work on offer. We carry out survey activities including asset condition assessments, load monitoring and inspections. We use modern digital techniques to carry out power modelling, load studies and protection studies. Lighting designs are carried out for both indoor and external areas enabling staff to expand and develop their skills in different areas of design.

Our broad range of clients include Network Rail, HS2 and London Underground and we encourage our people to gain experience of different areas of the rail market to increase knowledge sharing and lessons learnt across our teams.

Our Electrification team is industry-leading, both in terms of the breadth and depth of capability and in size. Our team includes industry-recognised experts in overhead and ground-mounted contact systems, traction power and distribution, earthing and bonding and electromagnetic compatibility; and our thought leadership on decarbonisation and electrification is increasingly sought by policy-makers.

We deliver a wide variety of services ranging from small specialist commissions looking at difficult problems from first principles, through feasibility and outline design for electrification projects, right up to delivery of detailed design for major line of route electrification. We also support our colleagues with a diverse range of clients on multi-disciplinary projects on existing and future electrified lines.

Rail Consulting works across all sectors of the rail industry and has market-leading expertise in rolling stock - passenger, freight, heavy rail, light rail and metro - as well as in infrastructure, advanced signalling and systems. We provide solutions at all organisational levels, from business/project management through to engineering and detailed technical services. We work throughout the project lifecycle from concept and strategy through to asset management and operations. Our clients include regulators, asset owners and operators.

Spanning all our clients, project phases and parts of the industry, our Safety and Assurance services include the management and assessment of safety, delivery of all mandatory approvals and assurance requirements, together with quantified risk assessment.

Rolling stock enhancement
We enable operators, maintainers and asset owners to understand what can be done to enhance their assets in order to meet their business objectives within the available time/budgets. We do everything from feasibility/ concepts to detailed engineering design, typically for refurbishments and modification schemes. Our team can provide full material procurement and installation services and also act as the overall system architect and prime system integrator. Our design solutions enable the integration of decarbonisation technology and advanced vehicle control systems onto rolling stock supporting a greener, more efficient railway.

Infrastructure projects
We provide project and construction management along with multi-disciplinary design through concept/feasibility phases, to option selection, outline and detailed design. We provide technical support through construction via technical query responses and resident engineering. Primarily working with train operating companies and principal contractors, we deliver schemes varying from small station refurbishments to large depot upgrades. Our projects are benefitting passengers through improved station amenities and operators through optimised and efficient depot maintenance facilities.

Rail control systems
We provide expert complete project lifecycle solutions in telecommunications, information systems engineering, control systems, traffic management, systems and operations interface management and systems and data integration, enabling safer and more intensive use of rail networks worldwide.

Our projects range from client engineering support, where we are the clients ‘trusted advisor’ for a range of consultancy, feasibility and project delivery scopes, through to other technical advisory roles including asset management, asset condition assessments, asset policy development and standards. We specialise in interoperability, operational interfaces and defining plans for safe, efficient migration from our clients’ current control and communications systems to their desired end-state.

Assurance
Our experts enable safe and compliant delivery of new and upgraded tractive rolling stock, infrastructure maintenance equipment, stations, infrastructure and signalling. These projects help our clients fulfil their needs for greater capacity, reliability, customer appeal, decarbonisation or operational efficiency, covering the UK, the EU and worldwide.

We enable railway stakeholders to bring their projects to life. We support clients with all aspects of assurance, navigating their challenges. We look to understand how ‘it’ works, and how it will be used, then we satisfy the Gatekeeper it is safe enough to turn on and operate. We do everything from strategy to stakeholder engagement and delivery to independent critique. We work on any facet of a guided transport system, introducing new technology and new operating principles.

We work with clients to help them ensure that, whatever they are doing, they are compliant with railway-specific legislation and with standards/good practice/contract technical requirements and compatible with the environment within which they are doing it. We help them fulfil their system safety, interoperability, compliance and RAM responsibilities.

Our team

Assistant OLE engineer

Tom Bateman is a member of our Overhead Line Electrification (OLE) Team. He joined us in 2016 as an apprentice pursuing his National Vocational Qualification (NVQ) in mechanical engineering. While with us, Tom has thrived as a young professional, completing his BEng in Mechanical Engineering and gaining accreditation with the IMechE. Today he works as an Assistant OLE Engineer in the Atkins-CRSA alliance.

Tom works on OLE projects across the UK, from new electrification schemes to niche adjustments and upgrades. His work includes presenting and communicating ideas with clients and other teams and helping senior engineers to deliver projects effectively. He also works onsite across the UK, conducting surveys and design support.

Being part of a football team, playing golf with his dad and meeting up with friends is important to Tom, so he often works flexibly around the weather.

Signalling design team lead

Michelle Freestone is our North West & Central (NW&C) Signalling Design Team Leader and an Associate with the Institution of Railway Signal Engineers (IRSE). She has over 20 years' of experience in the rail industry across signalling design, including route relay interlocking (RRI), Solid State Interlocking (SSI) and mechanical disciplines. As well as Line and Design Management of the NW&C Signalling team, Michelle is an approved Network Rail Signalling Design "Contracts Responsible Engineer" (CRE). Michelle works from home, around her children's needs. One of our talented leaders, her need for flexible working has never hindered her progression opportunities or development with us.

In her role, Michelle is responsible for project delivery, team development, recruitment, staff competency and training, and supporting future project opportunities. Her work includes attending project meetings, technical reviews and liaising with the Atkins-CRSA signalling team to ensure the alliance has enough resources to deliver.

Assistant project manager

Eilidh Cant is an Assistant Project Manager on permanent secondment to Atkins-CRSA. She studied Business at university, and for her Master's Degree thesis in International Relations, she specialised in International Infrastructure-based Development. She joined us in the Rail practice at the beginning of 2022 and is already looking forward to leading on a major enhancement project this year.

Eilidh's projects take her all over the UK, supporting the practice's project managers and taking on more responsibility as she grows in experience. Her days include planning and implementing projects, co-ordinating project tasks, and producing monthly reports. Eilidh works from home in Glasgow, while most of her team is based in the South.
