Chief Operating Engineer/ Operations and Maintenance Manager

The Operations & Maintenance (O&M) Manager at the GTAA COGEN and Central Utilities Plant (CUP) is certified by the TSSA as a First-Class Power Engineer.  The O&M manager is responsible for overseeing all aspects of the operations and maintenance programs to ensure safe, compliant, and reliable plant operations, troubleshooting and turnarounds.

The COGEN is a 117 MW combined cycle facility built around (2) aeroderivative combustion turbine generators and a steam turbine generator.  The CUP consists of boilers, chillers, and associated equipment to provide heating and cooling to the airport.

The O&M Manager will report to the Plant Manager and will lead a team consisting of Operating Engineers and technicians. This role requires availability after normal working hours and on weekends, as needed.

Your role within the team:

As the O&M Manager, you will be responsible to:

  • Fulfil the role and duties of Chief Operating Engineer as defined by O. Reg. 219/01: Operating Engineers under the Technical Standards and Safety Act.
  • Provide effective leadership and direction to continuously improve the teams' performance in terms of health, safety and environment, compliance, reliability, efficiency, productivity, and plant availability.
  • Ensure all documentation, reports, and records are maintained and updated e.g. maintenance & inspections, procedures, daily operations, safety, projects.
  • Effectively manage all resources, including people, finances, materials, and time to ensure safe work and optimal plant availability.
  • Create and maintain a contracting strategy that meshes with internal resources to complete planned work and address unplanned work effectively.
  • Provide project management on capital projects of various sizes and complexity.
  • Develop and foster an environment which actively enables and encourages employee input, continuous improvement, and a positive team culture.
  • Execute and maintain the maintenance program to ensure the facility is available to generate electricity when dispatched. The maintenance program will include short and long-term plans.
  • Provide leadership during planned and forced outages.
  • Manage the Health, Safety, and development of staff.

The ideal candidate:

  • First Class Power Engineer is a regulatory requirement for the role.
  • Post secondary or continuing education in a related field such as engineering, controls, project management and electrical-mechanical maintenance would be considered an asset.
  • Demonstrated leadership in the health, safety, and environment, change management, employee development, performance management, and team building.
  • 5 or more years of related power plant supervisory experience is preferred.
  • Supervisory experience in a unionized environment would be considered an asset.
