ROLE MISSION:

The Bid Manager has the responsibility of managing all phases of the company’s proposal process and oversees all proposal activities to develop compliant, complete, responsive, competitive, high-quality proposals and presentations.

Atkins seeks an energetic and highly motivated self-starter to join our KSA Win-Work Team as a Bid Manager. This position will be based at our Riyadh, Kingdom of Saudi Arabia office. This role reports to the Marketing and Proposals Director.

KEY RESPONSIBILITIES:

  • Ensures the effective use of the Win-Work proposal development process and tools, for all bids, to maximize the opportunity of winning by producing repeatable, reliable results.

  • Full ownership and leadership of the proposal planning, kick-off, development and delivery process.

  • Provides a clear, structured, logical, proposal plan and schedule to confidently arrive at a winning proposal result.

  • Development of bid budget and schedule baseline, and management of bid team performance according to the agreed baselines.

  • Leads and/or facilitates governance reviews and management approval solicitations.

  • Drives compliance with corporate governance processes, without exception.

  • Ensures all necessary information and supporting documentation is available to support commercial and quality reviews.

  • Be a high-powered conduit that coordinates the transmission of information among the bid development team to permit quick decision-making and alignment in execution philosophies.

  • May lead capture planning / win-strategy planning sessions.

  • Facilitates risk workshops, together with the risk management team.

  • Generates top-down financial estimates and uses benchmarking tools to support financial models.

  • Authors high-impact, compelling writing for proposal sections where requisite knowledge and expertise are expected, customized to the value proposition and client pursuit objectives.

  • Uses mastery of English language to edit and polish near-final drafts to Atkins’ corporate communications quality standard.

  • Develop graphical content (organization charts, info graphics, photographs) with project team and graphics specialists, according to the company’s approved style guidelines and ensures a consistent look and feel for all outgoing bids.

  • Anticipates and mitigates potential risks to proposal submission, ultimately ensuring 100% on-time delivery of the proposal approvals.

  • Coordinate the integration of supplementary proposal solution information from subconsultants or subcontractors.

  • Own the production, packaging and delivery logistics of the proposal to ensure timely submission per client’s requirements.

  • Lead the quick turnaround, coordination and development of post submission proposal clarifications.

  • Leads the post proposal submission interview presentation, ensuring the team has the correct level of creative input and coaching support to enable a winning approach.

  • Lead internal lessons learned debrief.

  • Ensure the proposal closeout process is performed accurately and completely to support business financials and sales forecasting reporting.

  • Supports work-sharing to balance workloads.

  • Mentors assigned pursuit staff, including technical staff, proposal coordinators, and content specialists, by advising on and reviewing proposal management plans, schedules, outlines, compliance, matrices and storyboards, proposal process, strategy.

  • Ensures pursuits are accurately tracked through CRM/BWS system, and that proposals development software tools are employed as required.

  • Participate in development and maintenance of proposal content library.

REQUIREMENTS:

The ideal candidate will:

  • Be educated to BSc. degree level or equivalent professional qualification. An engineering discipline or project management is preferred.

  • Master’s Degree in Business Administration (MBA) is preferred.

  • Possess strong project management skills. PMP certification will be an asset.

  • Experience with Shipley or Miller Heiman sales methodology. APMP qualification will be a preferred asset.

  • Possess a minimum of 5 years working experience in a proposals or business development role, ideally in a professional engineering consultancy services work environment, where possessing experience in the Middle East would be a further valued asset.

  • Be capable and comfortable working with a cross-functional team of business development, technical experts, commercial/risk, legal, marketing/proposals, human resources, and others.

  • Be a terrific professional networker that can quickly assimilate the organization chart, and identify appropriate authors, section and volume leaders, subject matter experts (SMEs) and other support personnel to successfully develop a proposal.

  • Be assertive, enthusiastic, highly organized, methodical, and flexible.

  • Possess strong people leadership skills, with ability to influence without power.

  • Possess a high-level understanding of commercial terms as a preference.

  • Be efficient with an acute attention to detail. Be recognized as the quality standard bearer.

  • Be proactive in nature and be recognized as an initiative leader with regards to continuous improvement.

  • Be flexible, with the ability to work well under pressure to manage multiple priorities, each with tight deadlines.

  • Excellent written and spoken English, with ability to correct grammar, spelling, punctuation, and narrative flow.

  • Possess advanced skills in Microsoft software suite (Word, Excel, Visio, Outlook, PowerPoint, Dynamics CRM) and Adobe Acrobat InDesign.
