TSA INVOICE VALIDATION JOB OVERVIEW:

Specific Responsibilities

Responsible for the review of large invoicing packages created by airports for their checked baggage security improvements. Invoice packages will contain multiple invoices from airport, constructors, sub-contractors, design consultants, and vendors. Invoice packages are reviewed to determine the correct allocation of costs attributable and reimbursable by the federal government. Support our Client in the execution of the invoice validation function resulting from the construction of Screening Equipment Deployment and Checked Baggage Contracts for the Transportation Security Administration (TSA).

Faithful+Gould is required to provide a structured, repeatable review process for invoice packages received from airports under a Other Transactional Agreement (OTA), a contractual vehicle between TSA and airport authorities. As a result of the invoice review, Faithful+Gould will provide a written Reimbursement Agreement Invoice Recommendation Package based on the review, which will include justifications for approval or rejection of the invoice.

Experienced Required

Must have good financial accounting analysis skills and project management experience. Must be experienced with form AIA G702 and G703 (payment application, schedule of values), with experience in the creation and maintenance of contractor (design, construction, subcontractor) pay applications. Must have experience reviewing consultant (Arch., Engr.), contractors or subcontractor’s payment applications, reviewing schedule of values, understanding of retainage logic and tracking its release, and the gross vs net results.

Knowledge of commercial construction contracts, federal contracts, and agreements. Familiarity with and ability to review and reference compliance and guidance documents that describe the TSA standards, work to be performed and the deliverables to be produced by Airport Authority for TSA. Knowledge of what constitutes “hard” and “soft” costs in the construction industry.

Must be articulate, have a clear and analytical approach to problem solving, and strong decision-making abilities.  Must have good communication, presentation, and report development skills.

Forensic-like accounting skills helpful in identifying errors and miscalculations. Analytical and detail-oriented skills required. Highly experienced with MS Excel, MS Word and PowerPoint. Strong technical communications skills.

General Responsibilities

Prepares and issues periodic cost reports to senior technical staff. Represents Faithful+Gould to the client and project management teams. Coordinates with airport staff, TSA site leads and representatives, airport project managers and program management teams. Proved weekly updates of financial tracking reports. Works with a dynamic team to provide quality reviews and oversite to reimbursement reports. Communicates issues and investigates cost allocations to assure compliance with contracts. Reviews all invoices for the project and ensures that approval process confirming payment is in compliance with contract stipulations, has entitlement, has correct markups, correct costs, correct calculations, and fully supports payment request.

Attends the weekly cost meetings with Contract Team to review status of reimbursement packages. With minimal supervision, provides cost information on value engineering analysis. With minimal supervision, carries out an earned value analysis of the project on a periodic basis. Reviews the contractors close out administration and ensures that they meet their contractual requirements.

Performs such other duties as the Supervisor may from time to time deem necessary.

OB QUALIFICATIONS:

Invoice Validation review staff must have a minimum 5 years’ experience reviewing construction invoices or reimbursable agreements for government agencies. In addition, staff should have some financial accounting and project management experience, must be familiar with AIA G702 & G703 (schedule of values), and must be familiar with cost codes using work breakdown structures (WBS). Experience working in a commercial construction environment beneficial.

Experience with aviation projects at airports a definite bonus. Knowledge of Federal Contracting methods, reporting, deliverables preferred. Knowledge of baggage handling systems a plus. Facility management with airline, airport a plus.

Bachelor’s degree , Construction Management,  Finance, Business Management, or a related field, plus five years relevant experience.

In lieu of a college degree, 10 years relevant experience in a position providing similar services.

Must be highly articulate, have a clear and analytical approach to problem solving, and strong decision-making abilities. Must have excellent communication and presentation skills. Advanced Excel experience is required. Must thoroughly understand and utilize Information Technology in the performance of work including Internet, Intranet, Microsoft Windows OS, Adobe Acrobat,

Microsoft Office Suite and Microsoft Project.

How will you contribute to the team? 

Standard Cost Manager duties include, but are not limited to, the following: 

 

  • Monitor project budgets for the multi-billion-dollar airport imprvment projects.

  • Review and analyze contractor invoices, prepare job costing reports to allocate these 
    expenditures against the appropriate WBS numbers.  

  • Ensure that both commitments and expenditures follow the same allocation methodology. 

  • Perform cost-to-complete analysis for all cost elements within a project taking into consideration staffing plans, contract commitments, and expenditures to date, change orders and trends. 

  • Attend project meetings to provide Project Management with current financial information and trend log regarding potential impacts to project budget or forecast. 

  • Provide progress reporting documents and briefing materials as required 

  • Develop creative reporting tools to communicate complex project sequencing and/or progress assessments. 

  • Review task orders for contractors and sub-consultants to ensure necessary budget and/or contract capacity exists. 

  • Analyze change order values against current budget and prepare reconciliations to include in the current forecast at completion. 

  • Prepare change orders and back up documentation as may be necessary for compliance and governance purposes. 

  • Support the project team in review and negotiations with Developer change proposals 

  • Support the team with risk management. 

  • Prolog - Update contract commitments, reconcile and analyze actual expenditures, perform budget transfers, monitor trend status and maintain continuity of WBS structure. 

  • Perform Project closeout resourcefully to ensure as Prolog Data matters in LAWA’s reporting needs. 

  • Prepare data to support documentation required journal vouchers for budget transfers. 

  • Have an appreciation for contractual interpretations and claim avoidance strategies. 

  • Supporting the Project team with additional tasks as required.  
     

What will you contribute? 

  • 10- to 15-years' experience with 5- to 7-years in direct support of an active construction projects. 

  • Degree in Business, Finance, Engineering, Construction Management or related field is preferred. 

  • Demonstrated experience managing and reporting the cost components of large-scale, complex projects; including developing and managing a progress reporting methodology for a complicated design effort. 

  • Experience with cost management for operation and maintenance is highly desirable.                      

  • Demonstrated proficiency with a large-scale cost reporting system is required, experience. 

  • Thorough familiarity with MS office suite software - Word, Excel, PowerPoint, and Outlook. 

  • Demonstrated ability to understand technical and complicated construction programs and the ability to communicate progress to both technical- and management-level personnel. 

  • Ability to work with others, a motivated, results driven individual able to learn, share, and work within a small team as part of a larger prorgam. 

  • Flexible to a potentially varying shift time.
