HR Training & Saudization Specialist (Saudi National)

We require a HR Training & Saudization Specialist to work on a major transportation project in Riyadh. We essentially require a Saudi National based in Riyadh for this role.


  • Support the PMS HRD and/or HRM Manager to achieve the Departmental objectives.

  • Take on the running, co-ordinations and support of HRM and/or HRD projects.

  • Be involved with the evaluation of HRM and/or HRD provision and auditing of the Operations and Maintenance Contractor’s (OMC’s) systems.

  • Support in administrative functions, to include, but not limited to, report writing, review of documentation, development and review of Policy and Procedures, minute take and writing, etc.

  • Minimum 4 years relevant experience is required within the HRD field

Duties and Responsibilities

The role holder will cover elements of the following responsibilities and duties, depending on which function their role is based within (HRD / HRM):


  • Support the Line Manager in fulfilling the departmental objectives.

  • Take responsibility for specific projects, or take responsibility for sub-sets of projects, as defined.

  • Support the wider departmental objectives to ensure the overall performance of the department.

  • Input into business planning as and when required.

  • Respond to and feedback on OMC’s Plans, Policies and Procedure reviews.

  • Support in auditing of OMC systems and procedures.

  • Support in the production of departmental reports.

  • Support in departmental administrative requirements, as and when required. 

Specific to HRD:

  • Support in the evaluation of the OMC’s T&D programs.

  • Undertake Public Transport Academy (PTA) development initiatives.

  • Support in developing the PTA structure and curriculum development.

  • Research into HRD initiatives.

  • Support and Co-Ordinate Knowledge Transfer Initiatives within OMC’s and PTM organizations.

  • Working with CMS initiatives to ensure that the all staff are capable and competent in their own role, both within the OMC’s and PMS staff bodies.

  • Support PMS initiatives dealing with the OMC’s, and also PMS, requirements to meet the knowledge transfer project requirements.

  • Undertake T&D audits of the OMC’s systems, to ensure they meet and exceed the regulatory requirements for their operator’s license.

  • Undertake reviews of the OMC’s documentation to ensure that it meets the contractual requirements and also demonstrates current best practice within the T&D sector.

  • Taking as well as producing meeting minutes.

  • Reviewing of Training and Competency based documentation and offering guidance on contractual compliance and sector best practice.

  • Development and management of Saudi under mentoring program.

Specific to HRD:

  • Support in the submission of Client a detailed Saudization Plan for each Contract year.

  • Liaise with OMC’s in relation to their Saudization requirements, ensuring that all contractual, and national, requirements are met.

  • Support in the PMS Saudisation and recruitment planning.

  • Support in the facilitation of OMC’s in Country Recruitment.

  • Support in the reviews of OMC’s documentation to ensure that is meets the contractual requirements and also demonstrates current best practice within the T&D sector.

  • Advice, coordinate and support OMC’s in their recruitment activities.

  • Oversee/audit the OMC's staff mobilization plans

  • Support in the audits of OMC's Staff accommodation and facilities to ensure that they fully comply with the Contracts and local labour laws.

  • Responsible for ensuring that the O&M Contractor rectifies any deficiencies identified.

  • Support SNC Lavalin PMS Project staff to ensure that all HRM items are dealt with in a timely manner.


  • Degree in relevant subject, such as HRM or HRD.

  • Business Degree with a major in HR

  • Member of, working towards or have a desire to member of HR Professional body.  Such as CIPD.

  • Have undertaken training in specific areas, such as:

  • Report writing.

  • Generation of dashboards

Knowledge and Experience

  • Ability to working in team which develop and deliver training materials.

  • Understanding of what good client engagement and management is.

  • Knowledge of a consultative approach to developing and delivering HRD and/or HRM initiatives.

  • Understanding of Project Management and the key stages and element.

  • Excellent time management skills, meeting deadlines as and when set, problem solving skills, both verbal and written

  • Proficiency in Excel and presentation software

  • Exceptional organizational skills

  • Reporting on the analysis of associated data

  • Ability to coordinate, organize, establish, and maintain monitoring tracking, and tracing of multiple courses at any one time

  • Minimum 4 years covering the above capabilities.

Additional Requirements

Demonstration of the following is required:

  • Good level of spoken English.

  • Good level of written English.

  • Good level of command of Arabic.

  • Ability within other languages, is beneficial.

All nationalities will be considered but Saudi Candidates are preferred.
