Atkins seeks an energetic and highly motivated self-starter to join our Oakland, CA Technology Group as a Senior Project Manager (FEMA).


MAJOR FUNCTION/ROLE
In this role you will be part of our team that supports FEMA Region IX as it administers the Risk Mapping, Assessment, and Planning (Risk MAP) program in Arizona, California, Hawaii, and Nevada. To fulfill this role, you will apply your knowledge of water resources, floodplain mapping, emergency management, and disaster-related services. Our ideal candidate has experience supporting the Risk MAP program, applying and interpreting FEMA’s guidance documents, and managing multi-disciplinary teams on Risk MAP projects.


JOB DUTIES
  • Work face-to-face with FEMA Region IX to support its goals and interests in advancing the Risk MAP program.
  • Act as a liaison among FEMA, its contracting teams, state and local governments, and other stakeholders.
  • Facilitate the resolution of challenging technical and political floodplain mapping issues.
  • Oversee the development of risk assessment products to support FEMA’s data-driven decision making.
  • Manage teams of engineers and GIS analysts in the production of DFIRMs and other floodplain mapping products.
  • Prepare man-hour, cost, and material quantity estimates.
  • Mentor junior staff.
  • Support marketing efforts for water resource pursuits.

EDUCATION AND EXPERIENCE
  • Bachelor's degree in field(s) of practice, preferable with a specialization in Water Resources. Graduate degree preferred. Management coursework and/or MBA a plus. This level may be achieved with ten years of experience in project production and technical professional activities, four of these working as a project manager.

SPECIAL SKILLS
  • Experience with ArcGIS is required
  • Project management experience is required
  • Registration as a Certified Floodplain Manager is a plus
  • Experience with hydrologic and hydraulic analysis software is preferred
  • Experience with the Risk MAP program is preferred
  • Excellent technical writing and communication skills

PROFESSIONAL REGISTRATIONS
  • Professional Registration in field(s) of practice required, if available. Certification as a “Project Management Professional” (PMP) or “Certified Construction Manager” (CCM) required within one year of assuming this position.

ADDITIONAL REQUIREMENTS

  • Ability to process paper/electronic documents and utilize computer equipment; ability to communicate clearly both orally and in writing; ability to visit project sites if necessary. Job also requires ability to assemble and analyze data.
